University of North Texas conference deals with how schools can help children following immigration raids
The morning that immigration enforcement agents raided a meatpacking plant in
Cactus, Texas, a carpool of teachers called their superintendent to say they'd
be late to school. A convoy of black Suburbans with flashing yellow lights was
blocking their path. Larry Appel, superintendent of the Dumas school
district, which services Cactus, would soon discover that law
enforcement had been directed to block some roads because of the raid.
Later that day, the superintendent conducted an unusual operation of his own:
ensuring that every single child in his district had a home to go to that night.
He said immigration agents were not unkind or rude, but he thinks "they really
forgot about the children" on that day in December 2006. Dr. Appel shared his
story Thursday at a daylong conference at the University of North Texas on the
impact of illegal immigration on education, the economy and social issues.

No evidence of bomb at Trinity High School after threat
After the discovery of a written bomb threat at Trinity High School Thursday, students spent two hours out of the building while a full search of the grounds was conducted. According to Trinity Independent School District superintendent Bobby Rice, no evidence of a bomb was located anywhere in the building, and students returned to their classrooms that afternoon. “We had a student who found a handwritten note on the restroom floor indicating that there was a bomb in the girls’ locker room,” Rice said. “The student gave the note to the principal, who immediately contacted my office. “The Trinity Police Department recommended we go ahead and clear the building, so we had the students moved to the football stadium until we could search the building.”

Incentives may help fill HISD police jobs
Nearly a year after announcing a plan to beef up security, leaders of the Houston Independent School District said this week they've been unable to hire the 20 officers called for in the $800,000 proposal. Potential recruits, officials say, are choosing the military and municipal departments that offer $10,000-plus signing bonuses. With starting pay of about $35,000 and no hiring incentives, HISD officials said they just can't compete. "The problem is that everyone is short. It's a national phenomenon," HISD Police Chief Charles Wiley said.

Councilman calls for look at how Austin Latinos are faring
When he considers the myriad challenges facing Austin Latinos, Paul Saldaña needs only to gaze out the window of his small consulting business, not far from the old East Austin neighborhood where he was born and raised. Around East Sixth and Robert T. Martinez Jr. streets, the average income for a family of four is $17,000 to $21,000 a year, Saldaña says. Yet, within two blocks of his office, he notes, condos are on the market starting at about $300,000 for 800 square feet of living space.

School security deadline is Aug. 31
AUSTIN — Texas Attorney General Greg Abbott issued a reminder Wednesday to school districts that Aug. 31 is the deadline to submit campus security audits to the Texas School Safety Center. Abbott, whose office has a seat on the safety center's board, spoke about the deadline at a statewide Crime Stoppers conference in Wichita Falls, and e-mail reminders were sent to superintendents and school principals. A provision of the Texas Education Code that was recently enacted requires schools to conduct safety audits once every three years. The first audit results are due Aug. 31. "The difference between life and death frequently hinges upon how educators and law enforcement respond in the seconds before and after a violent incident," Abbott said.

Parsing the business interests of teacher pension fund trustees
Every year around this time, trustees of the Teacher Retirement System of Texas
— at $108 billion, one of the nation’s largest pensions — file an “ethics
compliance statement” that opens the curtain a little on their business
affairs. Most of the time the statements are predictably uninformative.
You would not expect new trustee Charlotte Clifton of Snyder, a veteran school
teacher, to have a lot of business interests, and according to her statement,
she does not. Other statements are somewhat more enlightening — but remember,
these statements, like all disclosures required in state government, are
designed to provide as little information as possible.

Cutbacks could close Pembroke Pines' charter schools
For years, Pembroke Pines charter school administrators have had to dip into
the schools' savings to cover operating costs to pay for teachers' salaries,
schoolbooks and supplies. But those savings are quickly running low, said
Aner Gonzalez, the city's controller. There's only $2 million left in those
reserve funds, Gonzalez said. ''We're not sure what's going to happen,''
Gonzalez said.On Friday, the state Legislature announced it would reduce school
funding to the Broward County School Board from $4,017 to $3,900 per student.
The governor has not yet signed the final budget. To the 5,308-student Pembroke
Pines charter school system, that means a loss of $621,036. He said the schools'
savings would have to make up the difference.

The Play It Smart program is already in place at three of HISD's high schools — Furr, Milby and Reagan — and its success there motivated the district to institute it at the rest of its high schools.
