Congress Considers Changing 'Metal Retardation' Language in Federal Education Laws
Need to know - The U.S. Senate passed a bill last month that would amend language in federal law that strikes the terms "mental retardation" and "mentally retarded" in favor of "intellectual disabilities," the phrase of choice used by the Centers for Disease Control and the White House. Now the House of Representatives has its turn with the language. Originally introduced last November by Sen. Barbara Mikulski (D-MD) and Sen. Mike Enzi (R-WY), Senate bill 2781 seeks to remove a negative stigma associated with the "old-fashioned" term once commonly used to describe a person who learns and develops more slowly than others, according to the Web site KidsHealth. But the term is now generally frowned upon by those in educational and therapeutic circles because of the harmful effects it can have on feelings of not only persons with disabilities but also their families and friends.

Texans' Personal Income Loses Ground to Other States
Recent data on personal income and per capita personal income released by the Bureau of Economic Statistics (BEA) demonstrates the devastating effects of the recession on Americans across the country, especially in Texas where per capita personal income fell from a rank of 26 to 29 in the United States. Despite a 2 percent population increase in Texas between 2008 and 2009, total personal income declined by 1.6 percent to $904.2 billion. Although Texas had a lower unemployment rate (8.2 percent) compared to the national average (9.7 percent), per capita personal income in the state declined faster than the national rate. Twenty-one out of the 25 Texas metro areas (MSA) experienced declines in per capita personal income.

Paris: Students leading the way to acceptance
Wow. What an insight viewers of “If You Really Knew Me” gained Tuesday from the MTV special featuring Paris High School students.
I attended portions of Challenge Day in the fall of 2009 and knew then the program brought to the school by the Paris Diversity Task Force was something special. But I did not realize the potential this program has to change relationships when students begin to share their innermost feelings with one another.

Corpus Christi: CCISD: No more &*%#@*$#
CCISD has started a new lesson for some students: Cursing could cost you.
Students who curse at an adult or fellow student at school could get a ticket, a trip to a justice of the peace and as much as a $500 fine. So far, 14 tickets have been issued, officials said.
The citations are part of a new initiative at Corpus Christi Independent School District campuses to improve student behavior.

Aubrey weighing options as school nears capacity
Aubrey school district officials are weighing options for balancing enrollment at the district’s two elementary schools. Superintendent James Monaco said the district plans to create a committee by October that will consider enrollment options for Brockett and Monaco elementary schools. Enrollment at Brockett is nearing capacity with nearly 525 students, while Monaco Elementary is about 70 percent full with 425 students, the superintendent said.

Cuts rile teacher groups
Teacher groups reacted strongly today to proposed budget cuts they say would cripple public education. Education Commissioner Robert Scott defended his agency's proposal to cut at least $260 million as a result of instruction from the state's GOP leadership to lay out reductions of 10 percent in the 2012-2013 budget.
The leaders took the step because of a predicted $18 billion shortfall through the next two-year budget period. The cuts will be evaluated as the Legislature drafts the next budget.
"The agency tried to limit the impact of the reductions by first proposing to eliminate programs that are not related to the agency's core mission, do not have significant statewide impact, or can be funded through other school district funding sources," Scott says.

Texas Education Agency may cut spending on English textbooks, science labs
AUSTIN – English textbooks and new science labs for Texas students would be on the chopping block under a proposal to trim some education spending by 10 percent in the next two-year budget.
The Texas Education Agency's budget reduction plan, requested by Gov. Rick Perry and other state leaders in anticipation of a revenue shortfall that could reach $18 billion, also would scale back the state's merit pay program for teachers and reduce funding for a steroid testing program for high school athletes.

Brownsville: Gang Initiative Targeting At Risk Kids
A new gang initiative is being formed by authorities to crack down on drug bust. The police department is partnering with the Brownsville Independent School District to refer children living in drug environments for positive assistance, such as meeting with school counselors. The gang initiative is made possible by a $250,000 grant from the Governor's office.

Klein: Food program tackles childhood hunger
In a united effort to combat hunger, the Woodforest National Bank and the Houston Food Bank joined on Sept. 1 to celebrate the Backpack Buddy Club at Nitsch Elementary.
“We are an active participant in Backpack Buddies. It’s making sure that we have food for our kids for the weekend so that they won’t be hungry. Most kids only get two square meals a day,” Carol James, the principal of the elementary school in the Klein Independent School District, said.

Novice eyes classes for 3-year-olds
The administration at Novice ISD is considering starting a preschool program for 3-year-olds.
Superintendent Dale Freeman said a few parents have requested the school district start such a program, which he said would be similar to their pre-kindergarten program for 4-year-olds.
“We have to look into it to see if there is enough interest to justify us hiring a teacher for the program,” he said.

Carroll: CISD adopts budget, teachers to get pay increases
The Carroll ISD Board of Trustees approved the 2010-2011 budget Monday evening, choosing to use money from the district's fund balance to cover the $2.3 million budget shortfall. At the beginning of the budgeting process, CISD was facing a $4.3 million budget shortfall. Trustees cut $2 million from that by using the district?s expenditure reduction plan.

Big Spring ISD Sets Tax Rate for New Year
The Big Spring School Board Tuesday passed the 2010-2011 budget and tax rate, that includes the bond debt for new schools school district voters passed in May of this year. The tax rate before the school board was basically the same as the 2009-2010 fiscal year, but of course with the additional debt figured in from the $60 million bond vote.
