In light of the fact that immigration is a significant issue related to education, I listened to the Senator Dan Patrick/SA Mayor Julian Castro debate last night.  The Quorum Report described it as “the oddest debate they’ve seen since Patrick debated another elected official he wasn’t running against.” (This is a reference to Patrick’s “Cscope” debate with SBOE member Thomas Ratliff.)  In the Houston Chronicle, David Dewhurst political director Chris Bryan blasted both debate participants

Joe Smith: A Step In The Right Direction - April 14, 2014
The SBOE has decided to allow school districts to each decide if they wish to offer a course in Mexican American studies. Texas school districts will have a list of state approved textbooks if they opt to offer the class. This is not exactly what everyone wanted but most agree that it is at least a step in the right direction.

Joe Smith: SBOE -General Meeting at 9:00 AM Today - April 11, 2014
Today the SBOE will vote to put out a call to publish instructional materials in Mexican-American studies, African American studies, Native American studies and Asian American studies. (The materials will go through the state’s instructional material approval process.) The courses would be offered under the “special topics in social studies”. Supporters maintain that courses like this are key to understanding a state that was once part of Mexico and where Hispanics make up 51 per cent of public school students. Joe Smith: SBOE Committee on Instruction - April 10, 2014

Today’s State Board of Education meeting will include an agenda from the “SBOE Committee on Instruction”. TEA has upgraded the technology and their video quality is much better, there are no lags in my feed and I have had zero problem connecting. I say this because I am the guy that used to occasionally voice my hopes for improvement - Thanks, for the improvement.

They are discussing the GED this morning. Today I also learned that Texas first gave the GED in 1942. It has evolved into a computer based test and scores are available almost immediately, the ultimate goal for most of the testing in the future. - js webmaster@texasisd.co

Joe Smith: TEA Guidance titled 2015 - 2016 State Compensatory Education Funding and Implementation of the Community Eligibility Provision" - April 4, 2014

Yesterday’s webinar on “Implementation of the Community Eligibility for Child Nutrition Program”, hosted by TexasISD, was well attended and participants assured us it was very helpful. TEA has now released a guidance letter regarding Community Eligibility Provision and How It Relates to State Compensatory Education Funding. I suggest you read it. I asked Rachel Cooper from the Center for Public Policy Priorities about having another webinar now that we have this guidance. I will schedule that in the next 10 days. Watch for the webinar sign up next week.  It will be very interesting to discover how differently these funding changes impact each of the 1023 unique school districts.

There was a session at the recent TASBO (Texas Association of School Business Officials) conference that appeared to have possibilities for creating efficiencies while meeting the needs of more children. The session focused on the new Community Eligibility Option to make school meal pay, not only in the Child Nutrition Department, but with the students and other programs. I immediately wanted to share the information with others so I contacted the presenter, Rachel Cooper of the Center for Public Policy Priorities.

Joe Smith: Protection of Texas Children Act - March 25, 2014

To make the classroom safer for your child, Texas has adopted a plan, the first of its kind in the nation, to establish a new category of law enforcement officers designated as “school marshals”. The required training program to implement the Protection of Texas Children Act begins today. It will be conducted near San Marcos by the Texas Commission on Law Enforcement Officer Standards and Education. (Some districts, like Harrold ISD, arm staff under another plan referred to as The Guardian Plan.)

Joe Smith: Updated Bond List for May 10 - March 19, 2014

Someone wanted to know the largest May 2014 bond that I know of - It is Cy Fair for $1.2 billion. (Remember, Cy Fair is the third largest district in Texas).  With great input from readers yesterday we added 4 school districts to the list of bond referendums on May 10. So now we have identified 51 school districts. We added Dodd City, Somerville, Hardin, Nixon-Smiley and Snyder. The dollar total for the 51 school districts is $5,942,654,000.  It is always interesting to compare these numbers to those of past uniform elections.

Joe Smith: Help Us Improve Our Bond List - March 18, 2014

Thus far, I have identified 46 school districts having bond referendums on the ballot for May 10.  Early voting for the May 10 uniform election day starts on April 28. School districts are limited to the May and November Uniform Election Dates to propose bond referendums. This is true for all entities, but here our focus is on Texas Public School Districts. The dollar total for the 46 school districts is currently at $5,888,434,000.  It is always interesting to compare these numbers to past uniform elections.

Joe Smith: Access to Graphing Calculators is Required in 8th Grade Math - March 7, 2014
Repost! Joe will not be writing commentaries during Spring Break, but will continue to post articles. - Some say the Instructional Materials Allotment (IMA) will not be sufficient to fund the coming adoptions that include math books. Now we have added graphing calculators to the list of things to be paid for from the IMA. When state spending requirements are greater than the allotment, the spending requirement becomes an unfunded mandate. One Gulf Coast district has indicated the unplanned cost for their graphing calculators will exceed $50,000!

Joe Smith: Retroactive Penalties Are Unfair - March 6, 2014
“An Austin charter school that the state will likely shut down has sued the Texas Education Agency claiming that the state is using new standards to judge their school’s past performance and TEA isn’t giving the school a chance to defend itself” This is the lead sentence in an Austin American Statesman article referring to the charter revocation.

I am disappointed in the election results, however, the results always reflect the opinions of those that voted. There were victories on both sides of the conservative divide.The tea party seems to still be alive and well as they ran very effective get- out- the- vote campaigns in the Lt. On Friday I shared data indicating only 6 percent of the population elects our state leaders in the Republican primary, This highlights the importance of each vote and reminds us that, in low turnout situations, a small group can have a major impact on the outcome. Remind everyone today to vote tomorrow and encourage them to vote for candidates that support Texas Public Education.

Joe Smith: The Power of the 6 Percent - February 28, 2014
If predictions and trends hold true, only 6 percent of the voting-age population will cast votes in the March 4 Republican primary. These winners will go on to the November general election, some by way of a runoff, and will then be elected because no Democrat has won a statewide election since 1994. These 6 percent voters are older, very conservative, more educated and generally do not look like the Texas population in general. I have read several articles about the power and makeup of the 6 percent and, today, John Reynolds writes in the Texas Tribune, A Small Subset of Voters Holds a Lot of Sway. I think you should read it. The flipside of this is that, if educators would vote, they would be the small subset that holds a lot of sway. - js-webmaster@texasisd.com
