The most obvious impression of yesterday’s House hearing held for the Public Education Committee to hear from educators, parents and community members about the implementation of STAAR (State of Texas Assessment of Academic Readiness) is that there exists a feeling of uncertainty and a lack of confidence in the implementation process of the tests. Testing without first establishing passing standards and then linking these tests with course grades have muddied the water and concerns many. Much of the testimony focused on numerous technical issues that surround the current implementation process. |

In the midst of a legislature imposed funding crisis along with a significant expansion of standardized testing by introducing the STAAR (State of Texas Assessment of Academic Readiness), Texas’ local schools are left floundering. It is a damned-if-you-do and damned-if-you-don’t situation for Texas public schools as they are attempting to implement the grading mandates. |

I had some link issues, they are repaired. - js - As every educator in Texas knows, the newest round of accountability testing (which includes 12 new EOC (End Of Course) exams that will count for 15% of a students grade) will begin as directed by the Texas Legislature in the Spring of 2012. The Texas Legislature is like a child playing with matches -- It often involves itself in attractive situations way above its head and then rejects wisdom and input from those closest to the problem which creates catastrophic outcomes. The current situation is motivating local communities to began to reject the accountability system as having creditability for evaluating the effectiveness of local school districts. The legislature has become entangled in its own traps. |

Our annual survey confirming of tax rates submitted to the comptroller by districts is progressing well. In one week we had 45.61% of 467 districts respond to our survey. I added a link to the survey as some of you requested. - js - In an attempt to communicate with their parents, communities, the news media and legislators, superintendents from the Panhandle area participated in a survey to show how their districts were impacted by the decisions made by the 82nd Legislature. In November, Mike Lee (Booker ISD), Robert McLain (Channing ISD) and Karl Vaughn (White Deer ISD) polled their fellow Region 16 superintendents to bring to light the reality of how present and anticipated funding cuts affect the education of their students. |

There has been much discussion related to Premont ISD (125-905), a district with approximately 550 students, which is very close to a state imposed consolidation with San Diego ISD, 35 miles to the north. Premont is in the Corpus Christi Region, Jim Wells County and its 2011 rating is Academically Unacceptable. The Districts General Fund - Fund Balance for August 31, 2011 is $213,894. |

Joe Smith: Brownsville Shooting Incident -January 5 , 2012
The crisis at Cummings Junior High in Brownsville is every school administrators worst nightmare. A student’s life was lost. There are dozens of articles across the state, nation and world regarding this incident. I chose six to post which give different perspectives. A message to parents is posted on the Brownsville ISD website. It appears that the school had plans in place and they were followed, one reporter stated that the situation at the school was orderly. The superintendent wisely stated that the district’s plans would be reviewed.
As you read about this event consider it a “teachable moment,” an opportunity when everyone is focused to review preparedness plans for his own district. The Texas School Safety Center has excellent materials in its K-12 category. - js -webmaster@texasisd.com |

Over the holidays, the Texas Commission on Environmental Quality (TCEQ) rejected a significant tax exemption requested by Valero in 2007 that would have resulted in $92 million tax refund. Valero can still appeal. |
