  • The count still stands at 73 school districts seeking bond approval on Saturday.  According to our list the total value of bonds being considered is $7,793,316,957.  Readers had several questions about the status of the state bond guarantee program which is getting near to capacity.

    "HB1 Slow to Evolve" by Joe Smith- Good Morning - May 5, 2008
  • It appears that HB1,  passed in June of 06, has evolved very slowly compared to previous school finance changes.  I think this may be because it is poorly written and has required significant interpretation by various agencies such as TEA and the Comptroller's Office.     "Attracting, Training, Retaining Effective Teachers and Principals" by Joe Smith - Good Morning- April 22 2008
  • The Public Education Committee met yesterday.  One of the most shocking statements made in the meeting was that there was a 70% turnover in high school principals over a 5 year period and you cannot achieve high school reform if you are losing 70% of your principals annually.  And then you can add that where you have high principal turnover, you have high teacher turnover.

    "Protecting Your Fund Balance Part 2" by Joe Smith - Good Morning - April 9, 2008
  • This is a re-run from yesterday as I am traveling today.  I did read several articles and the two AG opinions I posted for you are interesting reading - js - webmaster@texasisd.com  - A district's fund balance is a key indicator of a district's financial condition.  School districts establish fund balances which work like a savings account - They are a source of funds in case of an emergency, supply cash to pay bills when there are cash flow problems, or serve as a place to build up savings for large purchases not affordable in a single year. - Part 1 has been returned to visible status.  It appears at the top of April 8 postings.

  • "Protect your fund balance!" is going to be my mantra this week.   School districts are beginning the revenue portions of the 08/09 budgets.  Some may be coming up short of revenue and are considering using fund balance to make up the difference.
