"Deadline for Calling Bond Referendums" by Joe Smith - Good Morning - March 9, 2010

Today I am sharing my “starting point list” of districts calling bond referendums.  We rely heavily on news articles and readers in the development of this list.  If you are aware of a district having one on May 8 that we have failed to list – or see one that should be removed - please email webmaster@texasisd.com.  We will then contact that district for confirmation.  It is often difficult to find electronic news regarding the smaller districts, so your help is crucial.

"Court Decision Raises Level of Concern in Bullying and Harrassment Situations" by Joe Smith - Good Morning - March 8, 2010

"Who is George M. Clayton?:" by Joe Smith - Good Morning - March 4, 2010

Who is George M. "Election Review (Short, Sweet Version)" by Joe Smith - Good Morning - March 3, 2010
This morning I am giving you a rundown of yesterday’s elections from my perspective - short and sweet.  Voter turnout was better than last year.  Governor Perry got the needed 50% to avoid a runoff and will face Democrat Bill White (whose mother and dad were teachers) in November.

"Texas Independence Day" by Joe Smith - Good Morning - March 2, 2010
Today is a good day to read the Texas Declaration of Independence, written March 2, 1836, and consider that one of the grievances the people of Texas had against Mexico was its failure to provide a system of public education as follows:

“It has failed to establish any public system of education, although possessed of almost boundless resources, (the public domain,) and although it is an axiom in political science, that unless a people are educated and enlightened, it is idle to expect the continuance of civil liberty, or the capacity for self government”. "FAST: Financial Allocation Study for Texas" by Joe Smith - Good Morning - February 25, 2010

Repost from yesterday:  Provisions of HB 3 required the Comptroller’s office to study public education.  – Specifically, to develop the methods and procedures to compare school districts and campuses by integrating academic performance data and financial data and then report findings to the Legislature in 2011.

I am commenting on this today because I feel educators are so busy and pulled in so many directions, all being of high priority, that we miss opportunities to be a part of legislative initiatives that may influence public perceptions and future educational funding.  I am reminding you that you have the opportunity for input into this interesting and important initiative and information via the FAST website.

"Projecting Revenue for 10/11 by Joe Smith - Good Morning - February 22, 2010
Last week at TASBO I had my usual round table and 6 chairs set up at the JR3 booth.   That platform creates a great launching pad for unique and thought provoking discussions related to minutiae that does not rise to the level of a breakout session.  One of the frequent topics that came up was revenue projections.  While having similar discussions with administrators in the past few weeks I discovered that, in some cases, administrators are beginning the 10/11 projections with an incorrect assumption.  The incorrect assumption is that a district will receive state funding in 10/11 at the same level as 9/10.

"Tax Rates and Target Revenue" by Joe Smith - Good Morning - February 15, 2010

"The Snowiest Day in Texas History" by Joe Smith - Good Morning - February 12, 2010

(No commentary today.)  Josh is in Austin and we are working remotely because of the ice on the roads at 5 AM.  The weather is certainly the big news in Texas.    It could be the most snow ever in some areas.  It is beautiful out my office window in Lufkin.   Most area schools are either closed or starting late today.

"Superintendent Tenure is Static" by Joe Smith - Good Morning - February 11, 2010

"Forward Thinking Superintendents Gather Information" by Joe Smith - Good Morning - February 10, 2010

(First thing today is that I fouled up the link to the draft tax rate list yesterday.  It is now fixed.  We will continue to post the list for a few more days in order to give everyone time to confirm that we have your rate correctly listed.  Please advise us if there is a discrepancy.  There were no changes yesterday; I appreciate the emails of affirmation sent by several superintendents and business managers.) 

In the past few months I have noticed a lot of trucks and drilling rigs scattered around the ESC 7 Region. I have learned that some of these wells are very productive and that gave rise to yesterday's meeting, planned by forward thinking area superintendents.

The review of tax rates for 2009 illustrates steady movement toward another situation where a majority of the districts are at the cap.  The actual M&O cap is $1.17.  However, the election barrier at $1.04 appears to me to be the actual cap in districts that believe they cannot have a successful TRE.  (I repaired the link at 4:00pm)

"Texas School District M&O Tax Rates (current year) " by Joe Smith - Good Morning - February 5 & 8, 2010
Repost! - Joe is still working on the tax rate list. Confirming the tax rates of all Texas School Districts has taken longer than I anticipated, but I am close.  I have about 10 districts remaining that I wish to contact for a final confirmation before sharing the list with our subscribers.  I hope to be able to share the list by Tuesday.  I am close enough for a few observations based on this “draft copy” of my data.

"Ride That Optimistic Wave" by Joe Smith - Good Morning - February 4, 2010

I viewed Commissioner Robert Scott’s address to the Mid-Winter Conference again at 5:00 AM this morning when I was very alert and void of any distractions.  I think it was his best performance to date.  The speech contained information school folks needed to know about current issues, gave an update on his reasons for denying Race to the Top Funds and gave an optimistic and complimentary assessment of the state of public education in Texas.  This speech conveys Commissioner Scott’s vision for the future of Texas Public Schools – A vision that includes more local control and he asked for our input in rewriting our administrative rules.

"To Protest or Not To Protest - version 2" by Joe Smith - Good Morning - February 3, 2010

"51 Districts Assigned State Value" by Joe Smith - Good Morning - February 1, 2010

The PVS (Property Value Study) is conducted annually by the State Comptroller with the stated purpose of estimating a school district’s taxable property value and to measure the county appraisal district’s performance.  The Comptroller publishes “The Property Value Study and How to Protest”  at the same time the study is released at the end of January each year.  The CPTA value is the first non-estimated number a district receives for use in projecting revenue for the 10/11 school year.  All folks new to school finance should review their study and read the protest document as it contains definitions and explanations for various components that are important to school districts.
