Texas’ education commissioner apologized for a widespread glitch that disrupted thousands of students taking STAAR tests last week. But Mike Morath also had some good news for the State Board of Education on Wednesday morning, when he hinted that schools soon could have clarity on when billions in federal funds would flow to school districts to help address student learning loss.
