Corpus Christi in legal fight with industries after rejecting demand for $80 million water refund
A judge will hear arguments this week after industrial users protested a rate hike by the city, which said residents and businesses were unfairly subsidizing industrial rates. For at least a decade, Corpus Christi sold water to a handful of large industrial plants at a steeply discounted rate, according to documents and interviews with city officials. Residents and businesses paid more than $100 million to subsidize water for some of the world’s richest energy companies, the city’s rate models show. Three years ago, Corpus Christi doubled the companies’ water rates in an effort to correct the imbalance. But the companies, including Valero, Citgo and LyondellBassell, protested to state regulators, sparking a legal battle that will come to a head today as a public hearing over the matter begins in front of an independent state agency in Austin.

Dallas County DA argues elections official should be dropped from LULAC lawsuit over voter purge
Dallas County has asked a federal court to drop its top elections official from a lawsuit filed by the League of United Latin American Citizens. Dallas district attorneys recently filed a motion to remove Elections Administrator Paul Adams from the suit, arguing that he "has not violated any federal or state law, and has complied with the procedures set out in Texas Election Code." LULAC, Texas LULAC, LULAC's Dallas chapter and Common Cause alleged in a federal lawsuit that Texas Secretary of State Jane Nelson and elections administrators across the state violated the National Voter Registration Act. The lawsuit, filed in March, says that Texas adopted a “troubling voter purge program that relies on unvetted, outdated citizenship data to remove voters from rolls in ways that are discriminatory and non-uniform across counties.”

Appeals court rejects effort to defend Texas law offering in-state tuition for undocumented students
A federal appeals court on Thursday rejected an effort to defend the Texas Dream Act, leaving in place a ruling that ended a longstanding state law that allowed some undocumented students to pay in-state tuition at public colleges and universities. The 5th U.S. Circuit Court of Appeals said advocacy groups, Austin Community College and a student could not step into the case to defend the Texas Dream Act because federal law bars states from giving undocumented students a tuition benefit based on residency unless the same benefit is available to all U.S. citizens, regardless of where they live.

Ted Cruz warns Talarico has “real chance” to flip Texas’ U.S. Senate seat
Calling into Gov. Greg Abbott's guest-hosted Hannity radio show, the Republican senator said Talarico is “charming” enough to win over voters “who may not be paying close attention to the issues.” Calling in to Sean Hannity’s radio show Wednesday, U.S. Sen. Ted Cruz offered a blunt warning cry to his party: Democratic state Rep. James Talarico has a legitimate shot at flipping Texas this year. “Unfortunately, I do think he has a real chance,” Cruz told Gov. Greg Abbott, who guest hosted the three-hour talk radio program. “I think this is a real race. I think it’s going to be close. The 5th U.S. Circuit Court of Appeals said advocacy groups, Austin Community College and a student could not step into the case to defend the Texas Dream Act because federal law bars states from giving undocumented students a tuition benefit based on residency unless the same benefit is available to all U.S. citizens, regardless of where they live. The law allowed students who graduated from a Texas high school or earned an equivalent diploma in the state, lived in Texas and pledged to seek permanent residency when eligible to pay in-state tuition, even if they did not have legal immigration status.

Superintendent Matias Segura — and other high-ranking employees in the superintendent’s office — were among the highest-paid employees in the Austin Independent School District in the 2025-26 fiscal year, according to public records. Segura is also the second-highest-paid superintendent in the Austin area, according to an analysis of regional superintendent contracts. Last school year, he earned a few thousand dollars less than the Lake Travis ISD superintendent, who oversees a smaller district with around 11,000 students compared to Austin ISD’s 69,000. Chief of Staff LaKesha Drinks, the second-highest-paid AISD employee in the 2025-26 fiscal year, earned about $150,000 less than Segura. Drinks has been with the district for two decades, previously serving as the principal at Guerrero Thompson Elementary and later the executive director of school leadership, where she supervised and evaluated all principals in the district.

Stephen F. Austin State University will phase out its Early Childhood Laboratory over the next few years because the program has become too expensive to maintain. Stephen F. Austin University opened the Janice A. Pattillo Early Childhood Research Center, also known as the child care lab, in 1975. The program accepts children from 8 weeks to 5 years old. The center, which has five classrooms, focuses its curriculum on autonomy, integrity, openness, problem solving and academics, according to the center’s website. The center, which is open to the public, is funded through fees paid by parents who use the center for child care, but it wasn’t enough to sustain operations. Over the last five years, the university has paid an additional $750,000 — a little over $100,000 annually — to make ends meet, according to a statement by the university. And as universities like SFA tighten their belts to cope with increasing inflation costs, they’re looking for places to trim spending.

Poll: Strong Majorities of Texans Worried About Data Centers’ Water Use, Power Demands
Recent polling shows Texans are concerned about the effects of data centers on water, electricity, and local communities. Opinions also varied greatly on whether data centers were a necessary part of Texas growth. Conducted by Pulse Decision Science for the Texas Public Policy Foundation, the June survey of 800 registered voters in Texas ranked their agreement with four statements regarding data centers. Over 60 percent of participants strongly agreed that “the rapid expansion of data centers creates serious challenges for local community planning.” Almost 20 percent “somewhat agreed,” while just 9 percent somewhat or strongly disagreed with the statement. Data centers have been criticized for reducing the quality of life for nearby residents due to noise and air pollution, land competition, and other factors. In 2024, the average data center site covered land equivalent to roughly 450 football fields.

A former wrestling champ-turned-coach in the Amarillo Independent School District was sentenced to 18 years in federal prison after pleading guilty to sexually abusing a 17-year-old female student he groomed for months through thousands of text messages. Nicholas Jade “Nick” Herrmann, 32, was an assistant boys’ wrestling coach at Tascosa High School in Amarillo ISD when he was first arrested in January 2025 on a state felony charge of improper relationship between educator and student. Herrmann was allowed to resign when the accusations surfaced. Both Herrmann and the student initially denied the allegations. But investigators found evidence that from February 2024 through January 2025, the coach exchanged more than 4,000 text messages with the girl and eventually enticed her into having sex with him. The federal government charged Herrmann with enticement of a minor in May 2025. The law defines “minor” as under the age of 18 years. In January 2026, Herrmann pleaded guilty to the federal charge.

Test Failures Show How Data Centers Could Destabilize the Texas Power Grid
ERCOT warns that sudden shutdowns at data centers and crypto mines could destabilize the Texas grid as summer demand surges. Several large Texas data centers and crypto facilities have failed key grid reliability tests ahead of summer peaks, according to ERCOT and recent reporting, raising concerns about potential destabilizing events on the Texas power grid.In a power grid, supply must meet demand for electricity to prevent overcapacity or overvoltage. However, data centers are generally designed to disconnect from grids during voltage disturbances, unlike many traditional energy consumers. This prevents damage to data center equipment, but can lead to an oversupply of power to other consumers, worsening the effects of voltage disturbances. During a recent test of routine voltage disturbance resistance, the Electric Reliability Council of Texas (ERCOT) reported that four clusters of large electricity consumers, including data centers, abruptly disconnected from the grid. According to ERCOT, each of these clusters could trigger more than 5,000 megawatts of demand tripping—roughly the load of a large city such as El Paso. Since 2023, ERCOT has identified 26 events of data centers and crypto mining facilities abruptly disconnecting from the power grid during voltage disturbances. In 2022, a failed transformer caused many crypto facilities and data centers, among other consumers, to disconnect, yielding a surplus of 1,700 megawatts of power—about 5 percent of the Texas grid’s total demand.

Texas Ban on In-State Tuition for Illegals Upheld by Federal Court
The Texas Dream Act was enacted in 2001, granting illegal aliens in-state tuition benefits. The Texas Dream Act, enacted in 2001, formerly allowed qualifying illegal alien students to pay in-state tuition rates at public colleges and universities. In June 2025, the U.S. Department of Justice sued the State of Texas, arguing that federal law preempted the Texas Dream Act. According to the suit, federal law preempts any state rules that grant illegal aliens benefits not afforded to all U.S. citizens. The Texas Dream Act did this because U.S. citizens from outside the state were forced to pay higher rates than the qualifying aliens. Texas Attorney General Ken Paxton ultimately agreed with the DOJ, settling the case.
