Governor Abbott Directs Texas Universities To Ignore President Biden’s Unlawful Title IX Rewrite

May 0908:44 AM

Governor Greg Abbott today sent a letter to Texas' public university systems and community colleges directing them to not comply with President Joe Biden's recent revision of Title IX and to refrain from implementing any new system-wide policy related to this revision. "As I have already made clear, Texas will not comply with President Joe Biden's rewrite of Title IX that contradicts the original purpose and spirit of the law to support the advancement of women," reads the letter. "Last week, I instructed the Texas Education Agency to ignore President Biden's illegal dictate of Title IX. Today, I am instructing every public college and university in the State of Texas to do the same. I signed laws to ensure the safety of our students on campus and provide a process for adjudicating reports of sexual harassment and sexual assault with adequate due process for all parties involved, as well as laws to protect the integrity of women's sports by prohibiting men from competing against female athletes—and I will not let President Biden erase the advancements Texas has made." view article  arw

Preventive Law: DOI-ng it Right: Exemptions to Consider in Optimizing Your Local Innovation Plan

May 0208:35 AM

At this point we don’t need to impress upon you the meaningful impacts that a well-written District of Innovation (“DOI”) Plan can have on school operations. After nearly ten years of the DOI experiment, it’s no secret that these plans are powerful tools—especially if properly drafted. Whether your District is seeking to adopt a plan for the first time, to renew an expiring plan, or to amend an existing plan, you must ensure that you carefully consider including the latest and greatest exemptions. This quick article will address some of the most popular and emerging innovations worth considering.

How does a hurricane expert get ready for the upcoming season? Former NHC director shares his tips.

May 1308:45 AM

Every April, Bill Read starts preparing his League City home for hurricane season. “It’s an occupational hazard,” he jokes. Until 2012, Read was the director of the National Hurricane Center. Even in retirement, he trains meteorologists every year at the National Tropical Weather Conference in South Padre Island. That conference takes place in early April, two months before the start of the Atlantic hurricane season. “That gets the spark going, and I’ll just go through my mind: What are the things that I need to get done this year?” view article  arw

1.7M Texas households face higher internet costs as federal subsidy expires

May 1308:42 AM

Over 1.7 million Texas households could lose access to affordable, high-speed internet this month as a federal subsidy that helps low-income Americans pay for broadband services comes to an end. The Affordable Connectivity Program provides a $30 monthly discount on internet service for eligible low-income households, and a $75 monthly discount for households on tribal lands. The $14.2 billion program, which launched in 2021 as part of the Bipartisan Infrastructure Law, helps 23 million American households save money on their internet bills. The program expired at the end of April after Congress did not pass legislation extending funding but some households could receive partial discounts through May, with no benefits available in later months. view article  arw

Another wet Sunday in Houston could see the formation of tornados in the area, according to National Weather Service (NWS) reports.  A Tornado Watch was issued by national meteorologists on Sunday afternoon for portions of Southeast Texas and the southwestern heel of Louisiana, including Lake Charles. The alerted region could see "a couple" potential tornados, as well as scattered hail up to two inches in size. Residents may also witness 70-mph wind gusts nearing the strength of a Category 1 hurricane on Sunday as severe storms move west to east across Texas. view article  arw

Political Consultants Enter Plea Deals in US Rep. Cuellar’s Bribery Case

May 1308:41 AM

Colin Strother and Florencio Rendon’s plea deals expose an elaborate scheme aimed at concealing Cuellar’s finances.  Two former consultants to U.S. Rep. Henry Cuellar have agreed to plead guilty to assisting the lawmaker in laundering hundreds of thousands of dollars from a Mexican bank.   Colin Strother, the South Texas Democrat’s former campaign manager, and Florencio “Lencho” Rendon struck separate deals with the U.S. Department of Justice in March, where they agreed to cooperate with the investigation.  The first of the two to come clean was Strother, who signed his agreement on March 6. Nine days later, Rendon entered into his deal with federal prosecutors.  In Rendon’s agreement, the operation’s origins are stated to have begun in 2015, when Rendon met with Banco Azteca executives at Cuellar’s behest to discuss supposed regulatory issues facing the bank. view article  arw

Leander ISD raises staff pay by 2.5% for 2024-25 school year

May 1308:40 AM

Leander ISD will raise pay for all district employees by 2.5% next school year. The board of trustees approved the pay increase at a May 9 meeting following an hourlong debate over whether to raise pay by 2% or 2.5% as the district’s budget tightens. The overview LISD will increase compensation by almost $8.13 million across the district through a 2.5% pay raise for all staff members, according to district information. The approved compensation plan would also allow the board to approve a one-time retention payment of $1,000 for full-time employees and $500 for part-time employees at a later date. The board’s decision comes after district administrators recommended raising employee pay by 2% at an April 25 meeting. The recommendation was lower than pay raises in previous school years as the district projects a $15 million budget shortfall for fiscal year 2024-25 compared to the $6.5 million shortfall adopted by the board for FY 2023-24, which has since been reduced to $1.5 million. view article  arw

Houston-area agricultural drone company started in a UT dorm room. Now it’s ready for liftoff.

May 1308:40 AM

On a gray and muggy afternoon, several hundred handsome black cattle went about their business at the Wodagyu Ranch in Richmond, seemingly undisturbed by the beeps and buzzing overhead. "They're certainly used to it," said Arthur Erickson, co-founder and CEO of agricultural drone company Hylio, which he and several friends began in a dorm room at the University of Texas at Austin about 10 years ago. Co-founder Mike Oda grew up on the Fort Bend County ranch, Erickson explained, meaning that the company's co-founders always had a suitable place to tinker, ideate, manufacture and test their drones, which are used to apply herbicide, insecticide, fertilizers and other chemicals over farm and ranchland. Now they have grown to a company of about 75 people, with a foothold in the rapidly growing agricultural drone market. view article  arw

ANALYSIS: The DOJ Is Trying to Protect Pfizer From a Whistleblower Lawsuit

May 1308:40 AM

A high-profile healthcare lawsuit in Beaumont, Texas, is flying under the radar—which is just how the federal government and Pfizer want it. The Department of Justice recently argued that a whistleblower lawsuit against Pfizer, filed by Brook Jackson, should be dismissed. Jackson, a 20-year veteran in clinical trial administration employed by a third-party vendor (Ventavia Research Group), worked on Pfizer’s COVID-19 vaccine trials in 2020. Alarmed by what she witnessed, Jackson raised concerns to her superiors, Pfizer, and the Food and Drug Administration (FDA) in September 2020. She claimed the trial was being run, documented, and reported in a manner that violated Federal law and was potentially dangerous. view article  arw

Tax Exemption Could Be a Winning School Choice Plan for Texas

May 1308:40 AM

A new school choice plan by a former state education board member could be a winner when the Texas Legislature considers the hot-button topic next year.  Cynthia Dunbar is proposing the Education Emancipation Act, a tax exemption plan for school choice that she says should unite conservatives because it avoids state appropriations of funds, thus the threat of government regulations tied to such funds.  “This is the first solution that actually allows for school choice with parental rights without regulatory control and strings attached,” Dunbar told a group at an event Monday in Frisco hosted by the conservative grassroots organization Daniel Nation.  “It’s specifically drafted for Texas… it’s ready to go,” she added. view article  arw

Katy ISD’s Pro-Parent Gender Policy Under Investigation

May 1308:40 AM

School Board President Victor Perez says the district will fully cooperate with any Department of Education requests.  Just months after Katy Independent School District trustees adopted a pro-parent gender policy, the U.S. Department of Education’s Office for Civil Rights has opened an investigation. In August, the Katy ISD board of trustees adopted a policy that focuses on allowing parents full authority over their child’s health and well-being, separating locker rooms and restrooms by biological sex, and ensuring pronouns are used based on the child’s biological sex. The policy also adds that faculty and staff are prohibited from teaching or providing instructional materials on gender ideology in classrooms.  While the board members were discussing the item, many sexual preference and gender ideology activists came out to condemn the board for even considering the policy. Many resorted to calling the board members “bigoted” and “hateful.” Despite the insults, the board approved the policy in a 4-3 vote.   On Monday, the DOE officially opened an investigation to determine if the policy discriminates against gender-confused students.  view article  arw

Where’s the line between church and state? In Texas charter schools, it’s fading

May 1008:40 AM

At Yellowstone Schools, the separation of church and state is a staircase. In the first-floor classrooms of a refurbished historical schoolhouse in Houston’s Third Ward, kindergarten-through-5th-graders pray before going to lunch and gather each day for Bible study. A large, green banner saying “He Is Risen” is posted on the hallway wall. That all changes in sixth grade, when they move one floor up — and into a publicly funded charter school. view article  arw

HISD confirms widespread job cuts for teachers, custodians and principals for the 2024-25 school year

May 1008:40 AM

An undisclosed number of Houston Independent School District teachers and principals received notices this week that they will be out of a job, state-appointed Superintendent Mike Miles said Thursday. Miles said principals have begun making decisions about which teachers to hire back based on certain data points, such as spot observations, performance on the Texas Teacher Evaluation and Support System professionalism domain and performance on the Measures of Academic Progress Growth assessment and other student achievement data. “We are using data maybe for the first time,” Miles said during a media conference. “At this time of year, when principals assess whether or not a teacher will return, they're looking not just at the anecdotal information, but they’re also looking at data of all sorts to assess. So that's what principals have been doing. They've been looking at data.” view article  arw

Former teacher sues Humble ISD alleging board elections disadvantaged Latino voters

May 1008:38 AM

A former Humble ISD Spanish teacher is suing the Humble Independent School District, alleging its election system violates the Voting Rights Act by preventing Hispanic voters from electing their preferred school board candidates. The federal lawsuit against Humble adds to a growing number of districts facing legal challenges to their “at-large” election systems, in which trustees can live anywhere in the district and are elected by all voters. It also comes several months after Humble trustees shot down a proposal to discuss voluntarily switching their system to one that could have yielded more diversity. view article  arw

Bud Light Sales Continue to Decline in US in Wake of Dylan Mulvaney Controversy

May 1008:30 AM

Beer giant Anheuser-Busch InBev’s Bud Light brand appears to still be reeling from the backlash over its controversial decision to partner with influencer Dylan Mulvaney, who identifies as transgender, last year. In its first-quarter earnings results, published on May 8, the beverage maker—which also produces Stella Artois and Corona beer—reported a 2.6 percent increase in global revenues, largely because of sales of Corona, which grew by 15.5 percent outside of its home market of Mexico. view article  arw

The Lakewood Church shooter had encounters with more than 50 officers. Nobody stopped her.

May 1008:30 AM

Police, social workers and judges in Texas knew Genesse Moreno was mentally ill, armed and violent long before the 36-year-old opened fire on a Houston megachurch this February. In nearly 50 calls to police, Moreno told officers that she wanted to blow up a building and shoot her husband, family members warned that she was on the brink of psychosis, and neighbors reported years of threats and harassment. Relatives took to the Texas Child Protective Services hotline, too. They said the agency investigated Moreno for drugging and neglecting her son while, in court, they begged judges to protect the boy from his mother’s escalating violence. view article  arw
