Texas lawmakers have mandated armed guards at every public school, panic buttons in classrooms and more staff training.  In response to the deadliest school shooting in Texas, lawmakers have upped legislation concerning gun and school safety. House Bill 3 passed late last year, which created the requirement for an armed security guard to be present on all campuses and also ramped up mental health resources for students. In Texas, the responsibility for establishing the guidelines for public school safety belongs to the Texas Education Agency and Attorney General Ken Paxton’s office along with the TxSSC. These rules have been updated since the 2022 tragedy in Uvalde, but some experts worry that parents and guardians still don’t know the intricacies of school safety policy. Brian Clason, program manager of training and education for the Texas State School Safety Center, says the best thing parents can do to protect their children is to develop relationships with teachers and school faculty to learn more about safety protocols before an emergency occurs. “Your school leaders should know who you are, and you should know who they are,” he said. view article  arw

Dubbed the “Silicon Fields” by U.S. Rep. Lloyd Doggett, D-Austin, during a White House announcement April 15, Taylor is shaping up to become the new heart of a semiconductor cluster in Central Texas. Samsung Electronics signed a preliminary memorandum agreement with the U.S. Department of Commerce to receive $6.4 billion in direct funding, while the company is expected to invest more than $45 billion into the region. Krum ISD Band Teacher Indicted on 11 Child Sex Abuse Charges

A now-former band director for Krum Independent School District in North Texas was indicted on 11 child sex abuse charges. Carol Turner, 60, faces nine counts of indecency with a child by sexual contact and two counts of sexual assault of a child. The alleged crimes date back to 1996 through 1998. Texas has no statute of limitations on indecency with a child or sexual assault. Both crimes are second-degree felonies punishable by 2 to 20 years in prison. Turner was indicted on May 1. She was booked into Denton County Jail on May 3 and released the same day on a $50,000 bond. view article  arw

Phelan Scrambles to Create a Study Committee on Chinese Land Ownership Ban

As the primary runoff approaches, House Speaker Dade Phelan takes a sudden interest in an issue over 95 percent of Republican voters say they support.  With just over three weeks left until his runoff election, embattled House Speaker Dade Phelan has thrown together a legislative committee to study a potential ban on Chinese ownership of Texas land despite having killed proposals to do so last year.   “Today I created the House Select Committee on Securing Texas From Hostile Foreign Organizations to study the threat posed by these groups and their affiliates on the Texas economy, statewide security and fundamental American values,” stated Phelan.  During the regular legislative session last year, the Senate passed Senate Bill 147, which would have banned the ownership of Texas’ agricultural land, mineral interests, and timber by citizens, companies, or governmental entities of countries designated by the federal government as threats to U.S. national security. Chip Roy of Texas and 17 other House Republicans have sent a letter to U.S. Department of Homeland Security Secretary Alejandro Mayokas asking for a new report showing the number of illegal aliens currently residing in the United States. Illegal Border Crossings Increase In Maverick County

Over the past several days, the Texas Department of Safety has reportedly made more than 70 arrests of illegal aliens for criminal trespass on border properties. On Monday, Texas DPS apprehended 32 illegal aliens in Normandy, Maverick County. The U.S. Department of Education’s Office for Civil Rights opened an investigation Monday into Katy Independent School District to determine if its controversial gender identity policy discriminates against students, according to records obtained by the Houston Landing. The investigation comes after the Landing reported in November 2023 that Katy ISD revealed the gender identities of 19 students to their parents in the two months after the policy passed. Several weeks later, student advocacy organization Students Engaged in Advancing Texas used the report’s findings in a federal Title IX complaint alleging Katy ISD discriminated against these students on the basis of sex. view article  arw

Floodwaters start receding around Houston area as recovery begins following rescues and evacuations

HOUSTON (AP) — Floodwaters in the Houston area and parts of Southeast Texas began to recede on Monday, allowing residents to begin returning to their homes and assess damages after days of heavy rainfall that pummeled the area and led to hundreds of rescues — including people who were stranded on rooftops. While officials in Harris County, where Houston is located, reported no deaths or major injuries from the flooding, Gov. Greg Abbott said there were at least three deaths in the state. Among those killed was a 4-year-old boy in North Texas who died after riding in a car that was swept away in fast waters. HOUSTON (AP) - High waters flooded neighborhoods around Houston on Saturday following heavy rains that have already resulted in crews rescuing more than 400 people from homes, rooftops and roads engulfed in murky water. Others prepared to evacuate their property. A wide region was swamped from Houston to rural East Texas, where game wardens rode airboats through waist-high waters rescuing both people and pets who did not evacuate in time. One crew brought a family and three dogs aboard as rising waters surrounded their cars and home. A flood watch was in effect through Sunday afternoon, as forecasters predicted additional rainfall Saturday night and the likelihood of major flooding.

Texans get their first crack at electing the people overseeing the state’s complicated property appraisal process

Texas homeowners have long had a springtime ritual: checking the latest appraised value of their property with dread, assuming that the new value alone will drive up their tax bill. Now, voters will have more direct say in who runs the obscure agencies that oversee the property appraisal process that plays a major role in individual property taxes and the revenues local governments collect to fund operations and public services. For the first time Saturday, voters in some of the state’s largest counties will elect some of the board members for local appraisal districts, whose employees ultimately determine how much property is worth for tax purposes. Until now, those boards have been made up of the county tax assessor-collector, who is also elected, and members appointed by local taxing districts like cities, counties and school districts. The new state law requires appraisal district boards to have nine members. The tax assessor-collector will hold one seat, appointed members will hold five and those elected by voters will hold three. Voters defeated school bonds in Big Spring and Granbury, where residents organized campaigns against the property tax-backed debt proposals.  Voters in Granbury and Big Spring Independent School Districts defeated school bonds on their May 4 ballots after local residents organized “Vote No” campaigns against the property tax-backed debt proposals.  Granbury ISD’s single $161 million bond proposition ($315 million with interest) failed by about 400 votes, with 52 percent voting against.  This is the district’s third failed bond in three years.Bond opponents in Granbury ISD organized a campaign warning voters about the tax impact of the bond, using the slogan “If You Know, You No.”  Their campaign succeeded, despite local officials confiscating their campaign signs and arresting their “No Bond Bus Tour” driver over alleged invalid vehicle permits.  Big Spring ISD residents borrowed Granbury bond opponents’ campaign slogan and soundly defeated their district’s two bond propositions that totaled $219 million ($430 million with interest).  Prop A ($216.7 million) failed by 1,201 to 601 votes. Houston ISD’s state-appointed Superintendent Mike Miles said Friday afternoon that the school district is facing an estimated $450 million gap in funding that will largely be made up by staff reductions as federal pandemic relief money expires and student enrollment continues to decline. Miles has said previously that the majority of the cuts will come from HISD's central office, and that his aim is to keep them “as far away from the classroom as possible.” His remarks Friday, though, appear to give the first indication of how widespread those cuts may be.

The union’s resolution calls for Miles’ removal as superintendent and lays out numerous grievances that have surfaced repeatedly over the course of his 11-month tenure. Report: Texas summers will keep getting hotter, drier

Texans can expect more 100-degree days and longer wildfire seasons in the coming years, according to a new report from the state climatologist at Texas A&M University. Rising temperatures will also exacerbate severe weather conditions from droughts to strong rainstorms and flooding. State climatologist John Nielsen-Gammon used historic weather data to forecast climate trends through 2036—the year Texas turns 200—and beyond. The April 22 report is an update to information released in 2021. This latest decision came down during the most recent meeting of the TCJS where Harris County presented a progress report on some of its compliance issues. The presentation showed that it has continued to fail to meet the minimum staffing standard of one detention officer for every 48 inmates and did not meet the required times for their observational rounds consistently. While the Harris County Sheriff’s Office said they are closer to meeting the target, they are still understaffed and find it hard to meet the mark 100 percent of the time.  view article  arw
