Governor Abbott Directs Texas Universities To Ignore President Biden’s Unlawful Title IX Rewrite
Governor Greg Abbott today sent a letter to Texas' public university systems and community colleges directing them to not comply with President Joe Biden's recent revision of Title IX and to refrain from implementing any new system-wide policy related to this revision. "As I have already made clear, Texas will not comply with President Joe Biden's rewrite of Title IX that contradicts the original purpose and spirit of the law to support the advancement of women," reads the letter. "Last week, I instructed the Texas Education Agency to ignore President Biden's illegal dictate of Title IX. Today, I am instructing every public college and university in the State of Texas to do the same. I signed laws to ensure the safety of our students on campus and provide a process for adjudicating reports of sexual harassment and sexual assault with adequate due process for all parties involved, as well as laws to protect the integrity of women's sports by prohibiting men from competing against female athletes—and I will not let President Biden erase the advancements Texas has made." view article

HISD confirms widespread job cuts for teachers, custodians and principals for the 2024-25 school year
An undisclosed number of Houston Independent School District teachers and principals received notices this week that they will be out of a job, state-appointed Superintendent Mike Miles said Thursday. Miles said principals have begun making decisions about which teachers to hire back based on certain data points, such as spot observations, performance on the Texas Teacher Evaluation and Support System professionalism domain and performance on the Measures of Academic Progress Growth assessment and other student achievement data. “We are using data maybe for the first time,” Miles said during a media conference. “At this time of year, when principals assess whether or not a teacher will return, they're looking not just at the anecdotal information, but they’re also looking at data of all sorts to assess. Former teacher sues Humble ISD alleging board elections disadvantaged Latino voters
A former Humble ISD Spanish teacher is suing the Humble Independent School District, alleging its election system violates the Voting Rights Act by preventing Hispanic voters from electing their preferred school board candidates. The federal lawsuit against Humble adds to a growing number of districts facing legal challenges to their “at-large” election systems, in which trustees can live anywhere in the district and are elected by all voters. Police, social workers and judges in Texas knew Genesse Moreno was mentally ill, armed and violent long before the 36-year-old opened fire on a Houston megachurch this February. In nearly 50 calls to police, Moreno told officers that she wanted to blow up a building and shoot her husband, family members warned that she was on the brink of psychosis, and neighbors reported years of threats and harassment. Relatives took to the Texas Child Protective Services hotline, too. 21-year-old suspect arrested for attacking 13-year-old girl on Denton ISD school bus
Denton police have arrested a woman they say was caught on camera assaulting a teenager on a school bus last month. Traveonna Mays, 21, turned herself into the City of Denton jail Thursday morning after police issued an arrest warrant for injury to a child, a third-degree felony. A Denton County magistrate judge set bond at $7,500. view article

Northside ISD instructional assistant arrested for allegedly assaulting middle school autistic student
A Northside ISD instructional assistant was arrested Thursday after he was accused of assaulting a non-verbal, autistic student. According to an arrest warrant affidavit, Jacob Hallam, who was employed at Connally Middle School, was caught on camera slapping a special education student several times in late January. The video also showed Hallam grabbing the student’s face and forcing her to swallow her food in the cafeteria. He then punched the student in the face and stomach, the affidavit stated. view article

A Katy Independent School District board of trustee member called for legislation to allow the tracking of a student’s immigration status during Monday’s meeting. The trustee, Morgan Calhoun, asked Katy ISD Chief Financial Officer Chris Smith if there was any way to measure or understand how many illegal immigrant children, they have in their district that are receiving education. Katy ISD Superintendent Ken Gregorski responded, stating there are certain rules to educating all children in Texas—regardless of a student’s immigration status. He said it would be unlawful to require a person’s immigration status for them to be enrolled. view article
‘We have a problem’: Public schools in Texas face funding shortfalls
HOUSTON, Texas (KTRK) -- Texas schools are among the lowest funded in the nation, and in the last legislative session, that did not change. Despite a record surplus, the per-student funding schools receive, the basic allotment, remained flat at $6,160, which has stayed the same since 2019. "Since that time, we've had about a 22% to 23% inflation rate, and this has put an enormous amount of pressure on public schools throughout the state of Texas," Kevin Brown, the director of the Texas Association of School Administrators, said. That impacts districts all over the state. ABC13 checked with local districts and found that in addition to HISD, Spring, Spring Branch, Katy, Tomball, and Conroe have projected budget shortfalls as they work toward finalizing their budgets for next year. view article

Greater Longview United Way celebrates 16th book vending machine The new building is part of a nearly $90 million bond that passed in 2022. The University of Houston joins other Texas colleges that have cracked down on recent campus protests. Police were quick to dismantle a pro-Palestinian encampment at the University of Houston on Wednesday, detaining at least two students in the process, according to university officials. Protesters had set up a blue tarp to cover the fields of the university’s Butler Plaza and surrounded the area with wooden barricades. They joined students across Texas and the country who have been demanding that their schools divest from manufacturers supplying Israel weapons in its strikes on Gaza. . At least two officers were seen with riot shields, videos of the demonstration posted online showed. view article

Dade Phelan directs House leaders to revisit vouchers, property taxes in the next legislative session House Speaker Dade Phelan directed his committee leaders to examine the use of school voucher-like programs in other states and consider new ways to further drive down property taxes for homeowners. Released Wednesday, Phelan’s list of priorities includes a broad range of policy issues, from evaluating housing prices and the closures of rural pregnancy centers, to revisiting previous, contentious legislative debates over foreign ownership of Texas agriculture land and determining whether the state has “sufficient resources” at the U.S. Mexico border. The Beaumont Republican issued his interim charges for the next Legislative session starting in January, even as it remains unclear whether he’ll still be a member of the body by then. view article

Canutillo ISD reduces teaching posts, trims deficit without closing Davenport Elementary
EL PASO, Texas (CBS4) — The Canutillo Independent School District reduced its budget deficit for the next school year from $9.9 million to $4.3 million. On Tuesday, the Canutillo Independent School District board voted to eliminate over 25 teaching positions in the district. Administrators said that almost all of the teachers from those positions have either left the district, retired, or been moved to other open jobs, adding only two teachers are left to accommodate in other positions. view article
Bryan ISD Administrators Announces Spending Cuts Of More Than $6 Million For The 2024-25 School Year
More than $6 million dollars of spending cuts were identified by Bryan ISD administrators for the 2024-25 school year. Increasing class sizes by one or two students is projected to save $4 million dollars by not having as many teachers. Board members were told that no layoffs are planned, but an undisclosed number of vacant positions will not be filled. Administrators say another $1 million could be saved by not filling central office vacancies and possibly using grant money to pay for several other positions. BISD is projected to save $750,000 dollars by conserving electricity and $500,000 by reducing the amount of staff travel and attending conferences. view article
Cy-Fair ISD board removes vaccines, cultural diversity from textbooks
More than a dozen chapters including content on vaccines, cultural diversity, climate change, depopulation and other topics deemed controversial by conservative Cypress-Fairbanks ISD trustees will be removed from textbooks in the state's third largest school system for the 2024-2025 school year. Trusteed voted 6-1 late Monday to omit the material, after an hourslong discussion about a $138 million budget deficit that is forcing the district to eliminate 600 positions, including 42 curriculum coaches, dozens of librarians and 278 teaching positions. view article
Sharyland ISD bids farewell to retiring superintendent
Inside the Mission Event Center, students from across the three high school campuses donned their school colors, ready to perform for guests inside the lobby corridor. Sharyland ISD school board member Dr. Noe Oliveira served as the opening speaker. “It’s an incredibly, what we call, a sad, happy day,” he said while addressing staff, students, and parents in attendance. Oliveira recounted when Vidaurri first joined Sharyland ISD after she’d been selected out of six finalists. “We have to narrow it down from all the applicants to six…and an alternate” Oliveira said. “Her first interview, she came out…and told us everything about the district…We learned a lot from her in that meeting. It was fantastic.” He continued, stating Vidaurri made it as a lone finalist, becoming superintendent after 21 days of selection. “We picked the best one that day,” Oliveira said. view article
