$100M high school stadium rejected once again in Anna ISD
For a second time, voters knocked down a new $100 million high school stadium proposal in Anna. The measure was among nearly a dozen North Texas districts’ bond propositions up on Saturday’s elections. Cy-Fair ISD superintendent responds to growing community concern over librarian cuts
Superintendent Douglas Killian assured concerned parents Monday that he is working to increase some lesser-known funding avenues in an attempt to close the $138 million deficit that forced Cypress-Fairbanks ISD to cut hundreds of staff positions, including half of the district’s librarians, from its 2024-25 budget proposal. Cypress-Fairbanks ISD is banding together with some area districts, including Clear Creek ISD, to try to get the state to return part of an optional homestead exemption, Killian said at Monday’s regular board meeting. He is also pushing ways to increase faltering student attendance. “Our kids aren’t attending like they used to and that’s costing us money. We made the option to do a local optional homestead exemption,” he said. “It’s in vogue to blame other people, but we’re also partially responsible for the situation we’re in.” view article
Liberty Hill ISD considers tax rate increase amid projected $5 million budget shortfall
Liberty Hill ISD may ask voters to approve an increase to the district’s tax rate for fiscal year 2024-25. District officials discussed the revenue for the district and the cost to taxpayers associated with various tax rate increases during a budget workshop at a May 6 special meeting. The district is projecting a $5 million budget shortfall for FY 2024-25 and a $2 million shortfall this fiscal year, Chief Financial Officer Rosanna Guerrero said. view article

3rd student charged in connection to ‘violent’ attack plan at North Texas middle school
A third student at a far north Fort Worth middle school has been charged in connection with creating and editing an online document that detailed a planned attack against students and staff, Northwest Independent School District officials said. Other students from Wilson Middle School were investigated, but found not to have engaged in a terroristic threat, district officials said Monday in a letter to families. A tip from a parent during school on May 1 led officials to the “troubling and violent document,” which contained plans to attack Wilson Middle School and listed 25 students and seven staff members as targets. District officials informed Wilson Middle School families and employees about the document in a letter last week and said two students had been arrested with pending felony charges.An investigation found a third student was also responsible for the threatening document, according to Monday’s letter. All three students have been charged with a felony terroristic threat, the school district said. view article

Gov. Greg Abbott ordered the Texas Education Agency on Monday to ignore a Biden administration rule that expanded federal sex discrimination protections to include LGBTQ+ students. The Biden administration recently revised the rules for Title IX, the sweeping civil rights law that prohibits sex-based discrimination at federally funded colleges and K-12 schools. The new rules, which are set to go into effect in August, redefined sex discrimination and sex-based harassment to prevent misconduct based on sex stereotypes, pregnancy, gender identity and sexual orientation. It codifies initial guidance documents that prompted Texas Attorney General Ken Paxton to sue the Biden administration last year. view article

BRYAN, Texas (KBTX) - The Bryan ISD board of trustees held a workshop meeting Monday, where an update on the district’s budget planning process was heard. School districts across the state are tightening their purse strings, and Bryan ISD is no exception. As the district crafts its budget for next school year, they’re looking for ways to save money without sacrificing learning. A now-former Spring Independent School District teacher was arrested and charged with an improper relationship with a student. Valerie Lauren Mata, 26, was a theater teacher at Dekaney High School. The board of trustees unanimously passed a resolution denouncing the proposed changes. Trustees for Carroll Independent School District passed a resolution denouncing President Joe Biden’s rewrite of Title IX. The proposal would allow the Air Force to transfer Air National Guard units without the approval of governors.Gov. Greg Abbott is lambasting the Biden administration over a new proposal that would allow the United States Air Force to transfer Air National Guard units without gubernatorial approval. In a letter to President Joe Biden, Abbott expressed his opposition to the U.S. Department of the Air Force’s Legislative Proposal 480, which is set to be included in the next National Defense Authorization Act. The proposal allows the Air Force to transfer the guard units to the U.S. Space Force—the U.S. military’s space services arm, reconfigured to be its own branch in 2019. Abbott warned in his letter on May 3 that “Legislative Proposal 480, put forth by the U.S. Department of the Air Force, poses an intolerable threat to the Texas National Guard.” view article
Cy-Fair ISD superintendent responds to growing community concern over librarian cuts
Superintendent Douglas Killian assured concerned parents Monday that he is working to increase some lesser-known funding avenues in an attempt to close the $138 million deficit that forced Cypress-Fairbanks ISD to cut hundreds of staff positions, including half of the district’s librarians, from its 2024-25 budget proposal. Cypress-Fairbanks ISD is banding together with some area districts, including Clear Creek ISD, to try to get the state to return part of an optional homestead exemption, Killian said at Monday’s regular board meeting. He is also pushing ways to increase faltering student attendance. “Our kids aren’t attending like they used to and that’s costing us money. We made the option to do a local optional homestead exemption,” he said. “It’s in vogue to blame other people, but we’re also partially responsible for the situation we’re in.” view article
Argyle ISD special education program to undergo changes
The Argyle ISD board of trustees approved hiring additional special education staff at an April 15 board meeting. Academic consulting firm Moak Casey presented its review of AISD's special education program to the board at an April 2 workshop, which prompted the district to consider program revisions. Navasota ISD passes two bonds, largest for the district
Voters in Navasota voted yes to two bonds in the May 4 election Saturday night. Proposition A was a $71 million bond package that the superintendent Dr. Stu Musick said would help renovate current schools and remodel existing campuses including roofs and HVAC systems maintenance. Not only that, but it would address the growth in the area with some of the funds going towards a new elementary school, new school buses as well as land for future schools. Dubbed the “Silicon Fields” by U.S. Rep. Lloyd Doggett, D-Austin, during a White House announcement April 15, Taylor is shaping up to become the new heart of a semiconductor cluster in Central Texas. Samsung Electronics signed a preliminary memorandum agreement with the U.S. Department of Commerce to receive $6.4 billion in direct funding, while the company is expected to invest more than $45 billion into the region. The federal funding—from the $53 billion Creating Helpful Incentives to Produce Semiconductors and Science Act signed into law in 2022—will vastly expand Samsung’s footprint in Taylor and further U.S. Department of Commerce’s goal of producing 20% of the world’s leading-edge semiconductor chips by the end of the decade, according to a statement from the White House. view article

Krum ISD Band Teacher Indicted on 11 Child Sex Abuse Charges
A now-former band director for Krum Independent School District in North Texas was indicted on 11 child sex abuse charges. Carol Turner, 60, faces nine counts of indecency with a child by sexual contact and two counts of sexual assault of a child. The alleged crimes date back to 1996 through 1998. Texas has no statute of limitations on indecency with a child or sexual assault. Both crimes are second-degree felonies punishable by 2 to 20 years in prison. Turner was indicted on May 1. She was booked into Denton County Jail on May 3 and released the same day on a $50,000 bond. view article

Phelan Scrambles to Create a Study Committee on Chinese Land Ownership Ban
As the primary runoff approaches, House Speaker Dade Phelan takes a sudden interest in an issue over 95 percent of Republican voters say they support. With just over three weeks left until his runoff election, embattled House Speaker Dade Phelan has thrown together a legislative committee to study a potential ban on Chinese ownership of Texas land despite having killed proposals to do so last year. “Today I created the House Select Committee on Securing Texas From Hostile Foreign Organizations to study the threat posed by these groups and their affiliates on the Texas economy, statewide security and fundamental American values,” stated Phelan. During the regular legislative session last year, the Senate passed Senate Bill 147, which would have banned the ownership of Texas’ agricultural land, mineral interests, and timber by citizens, companies, or governmental entities of countries designated by the federal government as threats to U.S. national security. Illegal Border Crossings Increase In Maverick County
Over the past several days, the Texas Department of Safety has reportedly made more than 70 arrests of illegal aliens for criminal trespass on border properties. On Monday, Texas DPS apprehended 32 illegal aliens in Normandy, Maverick County. The group consisted of 16 males and 16 females from countries including Ecuador, Peru, Colombia, Venezuela, Guatemala, Honduras, and the Dominican Republic. “As I explained, this area is private. You don’t have permission from the owner to enter,” a statement from the DPS South Region states. “We have an order from the State of Texas with these landowners that we can arrest you because you are on their property without permission.” view article
U.S. oil and gas production is booming. So are the industry’s donations to its GOP allies
The biggest recipient of campaign donations from the industry isn’t Donald Trump or President Joe Biden, it’s a Texas House member who represents part of the Permian Basin. August Pfluger, an Air Force veteran and member of the U.S. House representing a small district in West Texas, isn’t exactly a household name on the national political scene, with little press coverage in the last two months outside a recent Fox News appearance. But he is the country’s top recipient of campaign contributions from the oil and gas industry — out of all federal candidates, including President Biden, Donald Trump and Texas Sen. Ted Cruz — receiving $573,721 during the current 2024 election cycle, according to campaign finance data compiled by Open Secrets. Exclusive: Federal officials investigating whether Katy ISD’s gender policy is discriminatory
The U.S. Department of Education’s Office for Civil Rights opened an investigation Monday into Katy Independent School District to determine if its controversial gender identity policy discriminates against students, according to records obtained by the Houston Landing. The investigation comes after the Landing reported in November 2023 that Katy ISD revealed the gender identities of 19 students to their parents in the two months after the policy passed. Several weeks later, student advocacy organization Students Engaged in Advancing Texas used the report’s findings in a federal Title IX complaint alleging Katy ISD discriminated against these students on the basis of sex. view article
Floodwaters start receding around Houston area as recovery begins following rescues and evacuations
HOUSTON (AP) — Floodwaters in the Houston area and parts of Southeast Texas began to recede on Monday, allowing residents to begin returning to their homes and assess damages after days of heavy rainfall that pummeled the area and led to hundreds of rescues — including people who were stranded on rooftops. While officials in Harris County, where Houston is located, reported no deaths or major injuries from the flooding, Gov. Greg Abbott said there were at least three deaths in the state. Among those killed was a 4-year-old boy in North Texas who died after riding in a car that was swept away in fast waters.
