Governor Abbott Directs Texas Universities To Ignore President Biden’s Unlawful Title IX Rewrite
Governor Greg Abbott today sent a letter to Texas' public university systems and community colleges directing them to not comply with President Joe Biden's recent revision of Title IX and to refrain from implementing any new system-wide policy related to this revision. "As I have already made clear, Texas will not comply with President Joe Biden's rewrite of Title IX that contradicts the original purpose and spirit of the law to support the advancement of women," reads the letter. "Last week, I instructed the Texas Education Agency to ignore President Biden's illegal dictate of Title IX. Today, I am instructing every public college and university in the State of Texas to do the same. I signed laws to ensure the safety of our students on campus and provide a process for adjudicating reports of sexual harassment and sexual assault with adequate due process for all parties involved, as well as laws to protect the integrity of women's sports by prohibiting men from competing against female athletes—and I will not let President Biden erase the advancements Texas has made." view article

Preventive Law: DOI-ng it Right: Exemptions to Consider in Optimizing Your Local Innovation Plan
At this point we don’t need to impress upon you the meaningful impacts that a well-written District of Innovation (“DOI”) Plan can have on school operations. After nearly ten years of the DOI experiment, it’s no secret that these plans are powerful tools—especially if properly drafted. Whether your District is seeking to adopt a plan for the first time, to renew an expiring plan, or to amend an existing plan, you must ensure that you carefully consider including the latest and greatest exemptions. This quick article will address some of the most popular and emerging innovations worth considering.

Former far-right hard-liner says pro-voucher billionaires are using school board races to sow distrust in public education
When Courtney Gore ran for a seat on her local school board in 2021, she warned about a movement to indoctrinate children with “leftist” ideology. After 2 1/2 years on the board, Gore said she believes a much different scheme is unfolding: an effort by wealthy conservative donors to undermine public education in Texas and install a voucher system in which public money flows to private and religious schools. Gore points to West Texas billionaires Tim Dunn and brothers Farris and Dan Wilks, who have contributed to various political action committees that have poured millions into legislative candidates who have promoted vouchers. The men also fund or serve on the boards of a host of public policy and advocacy organizations that have led the fight for vouchers in Texas. view article
Greg Abbott says he’s not ‘responsible’ for public education budget shortfalls
If you don't like the budget cuts at your child's school — tough! It's your school's fault. That's the message Governor Greg Abbott had for Texans as he addressed state education finances and said it is not up to him or the state to fix it. Instead, he cited it as school districts' "consequence" for how they've handled their budgets as federal pandemic relief funds expire. In an interview on Thursday on Lubbock-based radio station KYFO, host Chad Hasty asked the governor what his message was to concerned parents from Houston-area school district Cypress-Fairbanks ISD, who blamed Abbott for their district's $138 million deficit. Cy-Fair is the third largest school district in the state and is just one of many tackling financial woes expected in the 2024-2025 academic school year. Houston ISD superintendent accused of funneling tax dollars out of state
A state lawmaker and Houston teachers are calling for Houston Independent School District Superintendent Mike Miles to be investigated after a Spectrum News report revealed that millions in Texas public school tax dollars may have been funneled to a failing school in his Colorado charter school system. These findings come less than two weeks after the state-appointed administrator announced a $450 million gap in funding at HISD — resulting in districtwide layoffs for the upcoming school year. view article
Report about charter schools founded by Houston ISD superintendent Mike Miles prompts calls for investigation
Spectrum News’ Brett Shipp reported that Colorado-based Third Future Schools, which Miles founded and led until he was appointed to lead Houston ISD last summer, sent millions in taxpayer money from its school in Odessa to another network school in Colorado that needed financial assistance. The Texas Education Agency says it is reviewing the matter. view article

Bowie ISD to implement new security upgrades
BOWIE, Texas (KAUZ) - Bowie ISD is planning to implement new security upgrades to schools in the district after receiving much-needed funds from the S.A.F.E grant. The Safety and Facilities Enhancement Grant went into place after the tragic 2022 Uvalde School Shooting. The Texas Education Agency’s main goal for the grant is to prevent school violence by addressing factors that put students and staff at risk. “We were able to identify needs and go in and prioritize exterior doors, additional fencing, and window filming for all of our campuses and we were awarded 1.7 million dollars through the grant funding,” Bowie ISD Superintendent, Blake Enlow said. view article
Banquete ISD Bond passes, learn what it will bring
On May 4th, voters passed a bond giving the Banquette School District $48,445,000 million. The bond listed several items, but school leaders said the priority is paying for a new middle school. “It makes me feel good, that they will be in a safe secure place, it will be healthy,” Melanie Walker, a parent of two kids in Banquete ISD. Walker has a kid in kindergarten and another in second grade, she said even though both her kids are in elementary, she is looking forward for them to go into a new and updated middle school. “It will probably be a little more roomier, so it will be very exciting for them to experience that,” Walker said. view article

Split Humble ISD board places Superintendent Elizabeth Fagen on paid leave
Humble ISD trustees placed Superintendent Elizabeth Fagen on paid administrative leave Tuesday, the latest development in an increasingly rocky relationship between the district’s top leaders. Four of the district’s seven board members voted to place Fagen on leave during a tense meeting, with none of the trustees offering a reason for the leave or how long it will last. Board President Robert Scarfo declined to comment following the meeting, calling the vote a “personnel matter.” view article
Controversy over Fort Bend ISD ranking policy leads to valedictorian switch-up
Fort Bend ISD has changed valedictorians at two high schools, upending a hotly debated class ranking policy that students have lived under for four years as they are now set to graduate. BURTON SCHOOL BOARD TO SWEAR IN NEW MEMBERS, INTERVIEW SUPT. CANDIDATES
Once the regular meeting begins, the board will canvass the results of the May 4th election, and new trustees Ande "Arch" Bostain and Mike Clyde will receive the oath of office. The board will then name its new officers. Following that, board members will consider amending local policy regarding locally provided leave and adding a policy pertaining to the offering of professional non-certified contracts to positions of importance who do not qualify for regular Chapter 21 contracts. Trustees will then go into executive session to consult with an attorney and to discuss personnel, safety and security, and real property. The board will meet again on Tuesday at 6 p.m. in the Burton ISD Central Office, where it will hold interviews in executive session for candidates who have applied to the district's superintendent position. Former superintendent Dr. Edna Kennedy retired in March. The board is working with Powell Law Group to conduct the search for a new superintendent. According to the timeline provided by the district for the superintendent hiring process, May 13-17 is designated for the second round of interviews, with May 17th slated as the day to name a lone finalist. The preferred start date for the selected candidate is listed as June 10th. view article
Budget deficit widens (En español)
The 2023-24 budget deficit has widened after new calculations from property values and average daily attendance came in lower than expected. That means the district could be starting the 2024-25 school year with a $59 million deficit while finding ways to close the gap. Why it matters: District leadership have already shaved $26 million from the current budget and made $30 million in cuts for the 2024-25 school year. Without an influx in funds, options are limited to protect the classroom from effects of budget constraints. The details: Austin ISD is not alone in having to make difficult cuts. Stagnant state funding amidst inflation, ballooning recapture payments and unfunded mandates have plagued school budgets across the state. What they’re saying: “We are living under a crisis 100% manufactured by the state,” said Kevin Foster, District 3 Trustee. “We have enough money to run two school districts this size if the state didn’t rob us by ridiculous laws that they pass.” We’ll look at three avenues to get up to $60 million. view article

McAllen ISD considers cutting planning periods
The McAllen Independent School District may cut planning periods for 374 teachers, a move that could save the cash-strapped school system a little over $3 million at the cost of riling up its teachers. Middle school and high school teachers at McAllen ISD get a planning period in addition to a conference period. According to the district, teachers use their conference periods to meet with parents or work on lesson plans. They use their planning periods to meet with teachers who teach similar subjects and, generally, to plan to teach. view article

School threats create chaos
Students headed to class May 7 were startled when bus radio communication belted out notice of active threats aimed at Beaumont ISD’s Vincent and Odom middle schools. Diverted from their daily routine, pre-teens destined for the intended targets pulled out their cell phones and began to reach out in fear. “They said on the radio that there is an active shooter and to keep us at Blanchette (elementary school),” one student frantically said from her seat on the bus as she called her aunt for help. By the time students made it to their staging area safely away from the targeted campuses, Beaumont ISD Police Department and ATF agents had already responded and set up shelter-in-place protocol, clearing the school to ensure the safety of students and staff. Within approximately an hour, both schools were cleared and students resumed their day. view article
Texas House speakership hangs in balance in GOP primary runoff between Dade Phelan and David Covey
Trahan's fellow Republican, Orange County Commissioner for Precinct 4 Robert Viator, echoed the point. Viator was mayor of Vidor when the storm hit. “The only elected official, including our county representatives at the time, that contacted me every day to see if there was anything we needed, check on us was Dade Phelan," Viator said. "His knowledge and his expertise in getting resources during a disaster is phenomenal, and I don’t know how we would have survived without him." Phelan is the first House Speaker from East Texas, away from the state's main urban centers, and Trahan said it's made a huge difference in everything from emergency aid to business investment. "He’s brought a lot of money to the ports in this area, because these ports are crucial to the economy of Texas," Trahan said. "And so, we can move more product from the state of Texas out. And from our district's point of view, when we go meet with different agencies, they’re aware that our representative is the Speaker, and that opens doors for us and at least gets us heard." Trahan's fellow Republican, Orange County Commissioner for Precinct 4 Robert Viator, echoed the point. And from our district's point of view, when we go meet with different agencies, they’re aware that our representative is the Speaker, and that opens doors for us and at least gets us heard." Denton ISD Admins Delay Criminal Electioneering Cases
Two Denton Independent School District administrators facing criminal electioneering charges delayed court appearances set for Monday. Jesus and Lindsay Lujan, a husband and wife who are both Denton ISD employees, were scheduled to be arraigned Monday morning in Denton County criminal courts. Their hearings were rescheduled to June 18, according to a court officer. The Lujans are each charged with unlawful use of an internal mail system for political advertising, a Class A misdemeanor punishable by up to one year in jail and a $4,000 fine. The charges mark the first time Texas school officials have been criminally prosecuted for using public resources to electioneer. Both were indicted on April 2, after local voters submitted affidavits to Denton County District Attorney Paul Johnson that alleged the Lujans engaged in criminal election interference. view article
