One of the biggest education stories in Texas in 2023 was the governor’s push to create a school-voucher-like program. And all signs point to that story continuing to be a major political driver in 2024. At the heart of that debate is a decision about how Texas should fund education. But it’s hard to have a true debate on the topic because the state’s current school funding formula is so complicated and convoluted that very few people truly understand it. TPR Education Reporter Camille Phillips spent a year analyzing nearly two decades of school finance data, researching laws and policies, and visiting schools so that Texans could have the information they need to have that debate. She discovered that the Texas school finance system continues to favor some districts over others — and it might not be the districts you expect.

That year, the bill he wanted to pass died. More than a decade later, however, Musk’s fortunes inside the Texas Capitol have changed — dramatically.

Conroe ISD to discuss compensation plan for teachers and staff, rezoning
Conroe ISD will hold a meeting July 15 to discuss multiple items, including its compensation plan and zoning for its new schools. At the June 24 meeting, CISD Chief Financial Officer Karen Garza presented the 2025-26 compensation plan, which includes 6% raises for teachers and staff and a 4% raise for police and other administrative positions, as previously reported by Community Impact.

Texas Attorney General Launches Investigation Into Potential Noncitizen Voters
More than 100 potential cases of illegal voting are under investigation. Attorney General Ken Paxton has launched an investigation into more than 100 potential noncitizens accused of casting over 200 ballots during the 2020 and 2022 election cycles. The majority of the suspected illegal votes are concentrated in Harris County, Texas’s most populous county. Additional instances are reportedly under investigation in Guadalupe, Cameron, and Eastland counties. “Illegal aliens and foreign nationals must not be allowed to influence Texas elections by casting illegal ballots with impunity. I will not allow it to continue,” Paxton said.

Texas Counties Have Exploited a ‘Disaster Loophole’ to Hike Taxes

Corpus Christi ISD to adopt new cellphone policy following state legislation
Corpus Christi Independent School District is preparing to implement new cellphone restrictions for students in compliance with recently passed Texas legislation. Texas House Bill 1481, passed by the 89th Texas Legislature, prohibits student use of cellphones and other personal electronic communication devices during the school day.

Many Texoma school districts have already begun addressing the new law.

Pct. 6, Cleveland ISD law enforcement complete safety and internal affairs training
Several law enforcement personnel from Liberty County, including members of the Cleveland ISD Police Department, the Liberty County Pct. 6 Constable’s Office, and the Liberty County Sheriff’s Office, recently completed school-based law enforcement (SBLE) training hosted by the Texas School Safety Center. Corsicana ISD educator who lost eye in student attack returning with ‘new mission’
Candra Rogers, 56, a Corsicana ISD educator who was blinded in her left eye in August 2024 by a student is returning to help students and families access resources beyond the classroom. Rogers was recently named the district’s Family and Community Engagement Coordinator for Wraparound Services. The program provides non-academic support to students in need, according to the district. The services include school uniforms, supplies, and hygiene products, all aimed at removing barriers to learning.

San Antonio ISD has a new board president. Who is it?
The San Antonio Independent School District board has named a new president to lead trustees in setting educational policy and improving outcomes for 44,000 students. At a meeting on Monday evening, the board voted unanimously to appoint trustee Alicia Sebastian as president. Sebastian will succeed Christina Martinez, who led the board for four years.

Beaumont ISD urges parents to register students before August 13 first day of school
With the first day of school less than a month away, Beaumont ISD is ramping up efforts to get students registered for the 2025–26 school year. As of July 8, just over 6,600 of the district’s approximately 15,000 returning students have completed registration—less than 50%. Dr. Anita Frank, BISD Associate Superintendent for Elementary Administration, tells 12News that registering now is essential to ensure students have a smooth start and the district can appropriately assign staff.

Melendez Named to New Role: Chief of School Improvement
Aldine ISD has promoted Diaka R. Melendez to Chief of School Improvement. In her expanded role, Melendez continues to oversee key student support services — including athletics, school administration, guidance and counseling, health services, and mental health and support services — while now directly supporting two school assistant superintendents and a cohort of opportunity schools.
The campuses include Elementary Team 1, under the leadership of Scott Dubberke, which comprises Caraway, Dunn, Francis, Harris, Ogden, Spence, and Stehlik elementary schools; Secondary Team 2, led by Dr. Kwabena Mensah, which includes Aldine, Grantham, Hoffman, Lewis, Mead, and Stovall middle schools.

Texas disaster preparedness and flooding committee will visit Kerr County
The Senate panel consists of seven Republicans and two Democrats. It first meets in Austin next week, then in Kerrville on July 31. Texas Lt. Gov. Dan Patrick on Monday named the nine state senators who will serve on the joint Disaster Preparedness and Flooding committee in response to the devastating floods that tore through Central Texas over the July Fourth weekend. The House and Senate joint committee will first meet on July 23 in Austin and then in Kerrville on July 31 to hear from Hill Country residents regarding their flood-related concerns. “Right now, we must focus on the recovery of those still missing, then rebuilding communities in flooded areas,” Patrick said in a July 10 press release. “In the coming year, and into the next regular legislative session, we will gather all the facts and answer the many questions to which the public demands answers.” House Speaker Rep. Dustin Burrows, R-Lubbock, has yet to name the nine representatives that have been selected for its committee. Patrick and Burrows have both stated that their committees will meet jointly to find solutions.

Central Texas cities join, drop out of top 15 fastest-growing cities in US
Texas is home to seven of the 15 fastest-growing cities in the U.S. with a population of more than 20,000, according to U.S. Census Bureau data released May 15. A closer look: In the Austin metro, Hutto was the fastest -growing city in the area and ranked 13th overall in the nation with a year over year population increase of 9.4%. How it works: The bureau’s population division estimates a city’s population as of July 1, 2024, and compares it to July 1, 2023. Officials say at least 100 people still missing after July Fourth floods; recovery efforts could take months

Kerr search stalled due to weather With more than 100 people still missing following July 4 flooding in the state, search efforts in the Texas Hill Country were cut short Monday for the second day in a row as rain continued to drench the region. Search teams and recovery crews were called off again Monday afternoon when a renewed downpour swelled the Guadalupe River. The Guadalupe River at Hunt was up 11 feet and continuing to rise by mid-afternoon. Authorities restricted even emergency vehicle access to Highway 39, one of the places where homes were washed away.

How Trump plans to dismantle the Education Department after Supreme Court ruling
WASHINGTON (AP) — Education Secretary Linda McMahon is expected to move quickly now that the Supreme Court has cleared the way for the Trump administration to continue unwinding her department.The justices on Monday paused a lower court order that had halted nearly 1,400 layoffs and had called into question the legality of President Donald Trump’s plan to outsource the department’s operations to other agencies. Now, Trump and McMahon are free to execute the layoffs and break up the department’s work among other federal agencies. Trump had campaigned on closing the department, and McMahon has said the department has one “final mission” to turn over its power to the states.
