Preventive Law: The Emergency Repairs Process: Knowing and Planning
It’s that time of year when weather conditions can be unpredictable. A small chance of rain can rapidly turn into lightning, high winds, and hail. When emergency repairs arise, it’s important for school districts to be able to respond quickly and legally. Let’s review the process for districts to utilize when responding to the need for emergency repairs and steps to take in preparation for when emergency repairs are required.

Texas must pay millions to fix errors in Bluebonnet school materials, contract shows
Thousands of corrections — from typos to copyright concerns — are needed in state-produced reading and math materials used by hundreds of public schools. The Texas Education Agency must spend up to $8.4 million in taxpayer money to correct thousands of errors in learning materials that drew national scrutiny for their inclusion of Bible stories. That funding will pay for printing and shipping new materials as well as disposing of the current batch, according to a contract provided to The Texas Tribune by Pam Little, a Republican State Board of Education member. Texans must cover the cost of roughly 4,200 corrections to Bluebonnet Learning because agency officials developed it using state funding.

Austin ISD confirms major changes to bus routes: See how your student is impacted
AUSTIN (KXAN) — Austin ISD is rolling out major transportation changes beginning in August as part of the district’s newly approved 2026–27 budget, which includes over $200 million in cuts. The district said maintaining the bus system has become much more expensive due to rising fuel costs. State funding has not kept pace, which is why the adjustments are necessary, according to AISD. “We know these adjustments will require our families to modify morning and afternoon routines, and we recognize the stress and anxiety this causes,” AISD said in a message to families. Right now, AISD only gets $1 in state funding for every $7.22 it spends per mile, the district said.

Texas screwworm cases rise to 20 as officials expand infested zone to 3 counties
MEDINA COUNTY, Texas (KEYE) — The number of confirmed New World screwworm cases in Texas rose to 20 overnight, with the latest detection confirmed in Medina County. State officials have created a new infested zone that includes parts of Medina, Bandera and Uvalde counties. The Texas Animal Health Commission said there are now confirmed cases in nine Texas counties, and officials are urging ranchers to check livestock regularly for any signs of infested wounds. Officials say their best defense continues to be releasing millions of sterile male flies, a strategy that helped eliminate the pest from the United States decades ago.

Texas school board to vote on required Bible readings in public education
AUSTIN, Texas(AP) — The Texas education board will vote Friday on a required reading list for more than 5 million public school students that includes Bible passages, widening conservative efforts to push Christian teachings in U.S. classrooms. Census: Texas leads the U.S. in having more kids, but the state’s fertility rate is still falling
Americans aren’t having enough children to maintain the country’s population, a decline driven by factors like the high cost of living. High costs of housing and child care have weighed on people’s decision of whether to have kids at all or have as many kids as they’d like, Gregory said. Anxiety around climate change has also been a factor, she said; people might not want to bring children into a world they believe is going to be worse. On the bright side, the nation’s falling birth rate has been fueled by a significant drop in teenage births. That’s true in Texas, which remains above the national average in teen births; the state doesn’t require sex education, makes it difficult for teenagers to access effective contraception and has the strictest abortion ban in the country. It’s possible economic concerns about declining birth rates are overblown, Gregory said. For those future workers who aren’t being born, they are being replaced. “Women are taking the place of their unborn children in the workforce, you could say,” Gregory said.

The U.S. last beat screwworm in 1966. Can current leaders learn from the past’s playbook?
Faced with a modern outbreak that could endure for decades, historical documents are offering officials solutions to eradicate the parasite again. LUBBOCK — The New World screwworm has entered the country, and if history is any indication, the parasite’s devastating effects on the U.S. could last for decades. The screwworm re-emerged following years of warnings from Central America and Mexico officials of the impending outbreak. Then last year, the Department of Government Efficiency (DOGE) cut funds for screwworm monitoring in Central America. Government officials continue to work to pinpoint how screwworm entered the U.S. while cases continue to creep up. While the financial impact of this modern-day outbreak is still unknown, the USDA estimates the industry saved more than $900 million a year as a result of eradication in the past. The pest left deadly consequences in its wake — in 1935, 180,000 livestock deaths from the screwworm were reported in under half of Texas’ counties.

KISD begins budget planning as district faces challenges
Killeen, Tx (FOX44) – Facing challenges including losses in some federal Impact Aid, rising operating cost and declining enrollment trends, KISD trustees have begun the budget process.Chief Financial Officer Kallen Vaden Tuesday night provided trustees with an overview of the budget development process and the financial factors shaping the proposed 2026-2027 budget. Budget planning began earlier this year and is based on student enrollment projections, staffing needs, projected revenues and anticipated expenditures. District leaders reviewed several challenges affecting school finance in Killeen ISD and across Texas, including declining enrollment trends, rising operational costs and continued reductions in federal funding sources. KISD is projected to lose approximately $31 million in federal Impact Aid funding over the next five years while continuing to absorb increased costs associated with transportation, insurance, utilities, special education services and facility maintenance.

Maryland school districts are defending their policies to protect transgender student athletes, despite a U.S. Department of Education charge that the policies may violate Title IX. The department announced this week that it is investigating the Maryland State Department of Education and three local school districts — in Frederick, Montgomery and Prince George’s counties –for their policies regarding transgender students’ access to restrooms and sports teams that align with their gender identities. MSDE guidance recommends that school districts allow students to use restrooms and participate on sports teams that best align with their gender identities. The federal department’s Office for Civil Rights said that policy could violate the Trump administration’s interpretations of Title IX – the 1972 law that withholds federal funding for educational institutions that discriminate on the basis of sex.

Northern District of Texas Charges 13 Health Care Fraudsters for Loss Over $360 Million
Thirteen defendants were among those charged in the Northern District of Texas as part of the 2026 National Health Care Fraud Takedown, announced United States Attorney for the Northern District of Texas Ryan Raybould, during a press conference held earlier today.
The charges announced today by U.S. Attorney Raybould are part of a strategically coordinated, nationwide law enforcement action that resulted in charges against 455 defendants, including 90 doctors and other licensed medical professionals, for their alleged participation in health care fraud and opioid abuse schemes involving over $6.5 billion in false claims and significant patient harm, including death. Today’s Takedown represents a new era in federal, state, and international cooperation to combat health care fraud: cases in 56 federal districts and 45 U.S. states and territories, with 50 state Medicaid Fraud Control Units participating, the most in Department history. In addition, unprecedented international cooperation over the two-week Takedown resulted in the apprehension and return to the United States of the following health care fraudsters: one defendant in Kyrenia in connection with an over $3.7 billion scheme; two defendants in Estonia in connection with a previously charged $10.6 billion scheme; and, in the Philippines, one of FBI’s Most Wanted Fraudsters in connection with a previously-charged $1.2 billion telemedicine fraud scheme. The Takedown involves the cutting-edge use of data analytics to target the worst actors; the seizure of over $182 million in cash, luxury vehicles, jewelry, and other assets; and full-spectrum accountability for all criminal actors from doctor’s offices to corporate boardrooms. Today’s coordinated enforcement action involves a whole-of-government approach, including:
