Preventive Law: The Emergency Repairs Process: Knowing and Planning
It’s that time of year when weather conditions can be unpredictable. A small chance of rain can rapidly turn into lightning, high winds, and hail. When emergency repairs arise, it’s important for school districts to be able to respond quickly and legally. Let’s review the process for districts to utilize when responding to the need for emergency repairs and steps to take in preparation for when emergency repairs are required.
Lake Travis ISD OKs $153M budget, proposes lowest tax rate in district history
Homeowners in Lake Travis ISD may see an increase in their tax bill this year, despite the district proposing a lower tax rate. The LTISD board of trustees approved the fiscal year 2026-27 budget and discussed the proposed tax rate at a June 17 meeting.
The budget was approved at $152.7 million, $1.8 million higher than the FY 2025-26 budget. “That's mainly attributed to the increase in state recapture to capture that property value growth while our enrollment is decreasing slightly,” Assistant Superintendent of Business Services Pam Sanchez said.

Which Bible passages are in Texas’ proposed student reading list? Here’s what the selections reveal.
The chosen readings, to be voted on soon by the State Board of Education, draw heavily from Christian perspectives. The State Board of Education is preparing to vote next week on requiring Texas schoolchildren to read about a dozen Bible passages and religious stories, stepping into the long-running debate over religion’s — and specifically Christianity’s — place in the public school classroom. A detailed look at the religious excerpts, part of about 200 passages that could become required reading in kindergarten through high school, shows a reliance on Christian perspectives without clear guidance on how to place the stories in historical or devotional context. The new curriculum would have students as young as 6 interact with biblical stories titled “Noah’s Ark,” “David and Goliath” — meant to be read aloud from picture books — and “Daniel and the Lion’s Den” in their English classes. Daniel’s story is to be supplied by the Christian Broadcasting Network, a media company founded by televangelist Pat Robertson in the 1960s.

Supreme Court sides with Texas marijuana user who says it’s not a crime to have a gun
WASHINGTON (AP) — The Supreme Court sided Thursday with a Texas marijuana user who wants to legally own a gun, the latest in a line of firearm cases from a court that has expanded gun rights. The justices sided with Ali Danial Hemani, who argued that a law barring guns from anyone who uses drugs illegally violates the Second Amendment. Hemani wasn't charged with any other crimes or accused of using the weapon under the influence. LISTEN: Supreme Court considers whether marijuana and other drug users may possess firearms The decision is a loss for President Donald Trump's Republican administration, which had defended the 1968 law despite arguing against other gun restrictions. The measure was also used in a case against Hunter Biden, who was convicted in Wilmington, Delaware, of buying a gun while addicted to cocaine in 2018. He was later pardoned by his father, then-President Joe Biden, a Democrat.

Report heading to Texas leaders cites Camp Mystic emergency planning failures before 2025 flood
A new investigative report paints a troubling picture of Camp Mystic’s preparedness before last year’s historic July 4 floods, which killed 25 campers and two counselors. The 115-page report will now be used by the Texas Legislature to guide future policy changes. No written emergency plans. Stalled evacuations. Chaotic incident management and reunification efforts. Those were some of the main findings included in a new investigative report on Camp Mystic’s response to last year’s historic July 4 flood that killed 25 of its campers and two counselors. The 115-page document, which was adopted Thursday by a special joint committee in the Texas Legislature, paints a troubling picture of Camp Mystic’s preparedness prior to the flood. “This report represents months of careful work by the Senate and House General Investigative Committees to establish a complete and factual record of the events surrounding this tragedy, honor the memories of those that were lost, and identify lessons that can help prevent future loss of life,” said state Sen. Pete Flores, R-Pleasanton, a committee chair. More than 130 people were killed in the July 4 floods. The majority of those deaths took place in Kerr County in the Texas Hill Country, where Camp Mystic is one of many popular summer camps lining the banks of the Guadalupe River. Now, lawmakers say the report’s findings will be used to guide policy changes for the Texas Legislature to take up when they reconvene in 2027.

Texas GOP Announces Top Priorities for 2027 Session
Stopping Sharia, eliminating property taxes, and closing the primary are among the GOP's priorities for 2027. Signaling where grassroots activists want lawmakers to focus efforts in the next session, the Republican Party of Texas announced Thursday the eight legislative priorities chosen by delegates at last weekend’s state convention. According to a letter sent to State Republican Executive Committee members by new Chair D’rinda Randall, the list still awaits formal review by the Legislative Priorities Committee, but these are the issues that rose to the top of delegate voting.

Barbers Hill Education Foundation Controversy Continues
Investing in education, or real estate? According to a new report, Barbers Hill ISD shoveled more than $97 million into its education foundation, which is investing in real estate. The Texas Public Policy Foundation (TPPF) reports that these transfers took place from January 2012 to June 2025. School board resolutions showed that a majority of the funds came from supplemental payments under Chapter 313 agreements that were routed to the education foundation instead of the district. Chapter 313 was a corporate welfare program that allowed Independent School Districts to offer decade-long tax breaks to businesses, including unreliable solar and wind generators. State Rep. Terri Leo Wilson (R–Galveston) raised concerns this year about the exact nature of the relationship between the school district, its foundation, and her March 2026 primary opponent Nathan Watkins, who is one of the foundation’s directors. BHISD and BHEF share much of the same leadership, including Greg Poole, who is superintendent of the school district and the foundation’s executive director. Nathan Watkins serves on the BHEF board of directors, but he also occupies the position of vice president for Americus Holdings—a private development firm that has partnered with BHEF to develop a luxury apartment complex.

Are you smarter than a first grader? See if you could pass Texas’ controversial new standards
Patillo Higgins is not a household name. Neither is Henry O. Flipper or William P. Hobby. But Texas first graders will have to learn about these Texas historical figures, and dozens more as the state overhauls its social studies standards. The State Board of Education is expected to take a final vote in June on the state’s revised Texas Essential Knowledge and Skills for social studies. The standards dictate what skills and concepts students are expected to learn at each grade leveIn 2025, the board approved a framework that placed greater emphasis on Texas and U.S. history and downplays world history and geography. The standards include biblical figures such as Abraham and Moses alongside figures from American and Texas history such as George Washington and Sam Houston. Right now, first grade lessons focus on general social studies skills, such as creating timelines and learning how to tell north, south, east and west.

Starting April 1, Texans will no longer be allowed to use food stamps to buy sweetened beverages and candy. New food stamp restrictions prohibiting benefits to be used to purchase sweetened beverages and candy will affect millions of Texans starting April 1. Senate Bill 379, one of three bills under Texas’ “Make America Healthy Again” initiative that Gov. Greg Abbott signed into law last year, prohibits the use of Supplemental Nutrition Assistance Program benefits, also informally called food stamps, to purchase those sugary items.

The Texas GOP wants closed primaries. Here’s what that would mean for voters.
Gov. Greg Abbott and state party leaders want a Texas law allowing only registered Republicans to vote in GOP primaries. During the Texas Republican Convention last week, Gov. Greg Abbott publicly backed a push to close primaries and require voters to register with a party. “We are going to make clear that in the future, only Republicans vote in Republican primaries,” he said Friday, addressing the convention in Houston.
