The Katy ISD board has approved a $1.15 billion operating budget for the 2025-26 fiscal year, a plan that comes with a projected shortfall but is designed to support nearly 97,000 students across 80 campuses.  KATY ISD: Superintendent talks safety, cellphones and why the district doesn’t have Ten Commandments  Trustees voted Aug. 25 to adopt the budget, which is backed by a proposed tax rate of $1.12 per $100 of property valuation. A Houston ISD union president was reassigned to "home duty" with pay after an alleged "failure to follow campus protocols" and "repeated refusal to implement the HISD Curriculum and Instructional Model," according to documents from late August.   Houston Education Association President Michelle Williams will stay home during work hours and call in at 8 a.m. and 4 p.m. to report in and out of work. The third-grade Benbrook Elementary School teacher must be available to receive assignments by phone within the hour, according to the letter. The letter does not indicate an end date for home duty.   The district alleges Williams left campus without informing campus administration and did not sign out as required by campus protocols. District officials also allege Williams is not following the HISD instructional model, while Williams alleges HISD is asking her to violate special education laws. view article  arw

Dallas ISD wants to have zero D and F campuses by next year’s public school ratings. Dallas students posted significant academic gains this year, with dozens of struggling campuses improving in the 2025 A-F scores. The law took effect on September 1.  A coalition of left-wing groups and individuals has filed a lawsuit against the State of Texas over the implementation of the state-wide ban on DEI-related curriculum and gender ideology in K-12 schools.   The lawsuit was filed on August 28, just days before the law took effect on September 1. It was filed in a federal district court in Houston.  The American Civil Liberties Union (ACLU) of Texas filed a lawsuit against Texas Education Agency Commissioner Mike Morath and the Independent School Districts of Houston, Katy, and Plano. view article  arw

As students return to school, North Texas Salience Health psychiatrist Dr. Shanila Shagufta said it's important for parents to look for signs of mental health challenges in children and teens.  One in five adolescents experience mental health challenges—emotional, mental, or behavioral—in any given year, Shagufta said, a figure confirmed by the U.S. Center for Disease Control.  Salience Health, which offers mental health treatments, has locations in Frisco, Allen, Dallas, McKinney and Plano, according to its website. When high school senior Gage Fagan testified at a Fort Bend ISD board meeting against a controversial school ranking rule that was subsequently eliminated due to student opposition, he realized the importance of student voices in education policy. Now, he's helped form a new student advisory group at the State Board of Education that will give the agency policy recommendations. Since June, the Ridge Point High School senior has been working with the Texas Education Agency to create a 15-student committee with one member from each congressional district to provide the agency with feedback at least once every semester.  Focusing on student issues  "(Students across the state) tend to think that these politicians and lawmakers on the State Board of Education tend to focus on these big ticket, controversial issues ... and not necessarily focus on issues that students really care about," Fagan said. "I decided to start this organization to focus on that and really get students to band together ... because it makes sense for the client to have a seat at the table." view article  arw

Senate Bill 8 will restrict restrooms in government buildings, public schools and universities based on sex assigned at birth and apply $25,000 fines for violations.  Texas House members clashed over a bill that would restrict which restrooms transgender people can use in government buildings and schools, but ultimately approved it late Thursday.  Representatives approved Senate Bill 8 on a 86-45 vote after several hours of tense debate that was at times interrupted by people in the gallery shouting insults at lawmakers who supported the bill. The House gallery, where visitors can watch proceedings, was emptied out by staff and Department of Public Safety officers after the disruptions continued.  SB 8 would restrict bathroom use in government-owned buildings, public schools and universities based of sex assigned at birth and would not allow exceptions for transgender inmates’ housing in prisons and jails. It would also bar those assigned male at birth from accessing women’s domestic violence shelters, unless they are under 17 and the child of a woman also receiving services. view article  arw

More than 75 Texas camps have met dozens of safety standards to become accredited by the American Camp Association, which can be a lengthy and costly process.  Train staff on various emergencies, file emergency plans with local emergency personnel, maintain communication methods in case phone and internet services go down, and teach campers how to respond during crises.  Seventy six youth camps in Texas must meet these requirements and dozens more to be accredited by the American Camp Association — the gold standard of camp safety and operation — and some of those measures are among the camp reforms that Texas lawmakers seek to implement following the deadly July 4 floods. view article  arw

Feds cut $15M grant championed by TCU to reduce maternal mortality

The federal government slashed a $15 million grant aimed at lowering maternal mortality rates in North Texas.  The $15 million grant was awarded to the North Texas Maternal Health Accelerator, a coalition created to apply for the funds.   The federal money was part of Health Care Rewards to Achieve Improved Outcomes, or HEROES, a program that began accepting proposals last year. The grant was requested through the Maternal Health Accelerator, led by the Burnett School of Medicine at Texas Christian University and UT Southwestern, and managed by the Child Poverty Action Lab, which brought together five local health systems. view article  arw

Three commissioners voted to save taxpayers money. County employees complained because it could cut their raises.  Three Lubbock County commissioners have stopped a county property tax increase, but not everyone is happy about it.  During a meeting this week, the five-member Lubbock County Commissioners Court voted 3-2 to approve the no-new-revenue property tax rate for 2025, which will be used to budget the county’s spending for the upcoming year.   Some county employees fear that without a property tax increase, they may not receive raises.   view article  arw
