But the proposal’s fate is unclear with the House in limbo over a redistricting fight.  Lawmakers in the Texas House and Senate introduced Monday similar bills to scrap the state’s standardized test, signaling newfound agreement between chamber leaders to finish a task they left incomplete earlier this year.  This year’s special legislative session is legislators’ second chance to revamp the test after negotiations between chambers on STAAR broke down in the final hours of the regular session.  But whether they’ll succeed remains uncertain. Abbott Orders Arrest of Fleeing Democrats After House Fails to Reach Quorum

Capitol sources have indicated that a number of quorum-busting Democrats may be hiding in Texas. Gov. Greg Abbott has ordered the arrest of Texas House Democrats who fled the state to block a Republican redistricting plan, calling their absence a “dereliction of duty.”  On Monday afternoon, the Texas House officially failed to reach the 100-member quorum required to conduct business, with only 90 members present. Members present quickly approved a “call of the House,” a procedural maneuver that authorizes the speaker to compel absent lawmakers to return, by civil arrest if necessary.  “Speaker Dustin Burrows just issued a call of the Texas House and issued warrants to compel members to return to the chamber,” Abbott said. “To ensure compliance, I ordered the Texas Department of Public Safety to locate, arrest, and return to the House chamber any member who has abandoned their duty to Texans.” view article arw

“This is not a decision we make lightly, but it is one we make with absolute moral clarity,” Chair Wu said. “Governor Abbott has turned the victims of a historic tragedy into political hostages in his submission to Donald Trump.”  The Texas Lottery Commission will pay nearly $46 million to a woman who was denied her winnings for months amid investigations and controversies that tied up her payout.  An agreement between the lottery commission and Kristen Moriarty was filed on Thursday, according to court records. In a statement, the lottery commission said the settlement was reached with guidance from Attorney General Ken Paxton’s office, and the Houston-area resident will receive $45.8 million before taxes in a single lump that is currently being processed. view article arw

Richardson ISD announces new school meal debt policy

Richardson ISD is implementing a new meal charge procedure that limits the amount of debt kids can incur before they receive an alternative meal. In the 2025-2026 school year, a student with an insufficient balance on their school meal account will be allowed a five-day grace period to continue to purchase meals, the district said. House Bill 1481 prohibits the use of all personal communication devices not only in the classroom, but throughout the school day. The redistricting plan, unveiled by GOP lawmakers, would create five new Republican-leaning districts ahead of the 2026 elections.  In a move reminiscent of their 2021 quorum break, dozens of Texas House Democrats are once again fleeing the state—this time to Illinois—in an attempt to derail a mid-decade congressional redistricting effort.  The redistricting plan, unveiled by GOP lawmakers, would create five new Republican-leaning districts ahead of the 2026 elections.  The walkout aims to deny the Texas House a quorum, effectively halting legislative business. New House rules allow for fines of up to $500 per day per member to be levied, though some Democrat lawmakers have suggested they will challenge this in court. Even if the fines are issued, they would amount to around $1 million per 30-day period, which could be covered by deep-pocketed Democrat donors. view article arw

t was once a rite of passage for millions of American schoolchildren before being phased out under the Obama administration.  But now public school students across the U.S. once again face being rated on their strength, endurance and flexibility under an executive order reinstating the Presidential Fitness Test signed by Donald Trump on Thursday.  What is the Presidential Fitness Test?  The original program, which was replaced in 2012, was formalized in 1966 under President Lyndon B. Johnson to "promote good health" and provide "sturdy young citizens equal to the challenges of the future."  It typically assessed students aged 6 to 17 in public schools at least twice yearly. Top-performing students could receive the Presidential Physical Fitness Award. view article arw

Arkansas Double Murder Suspect Taught in Texas Elementary School

Andrew McGann resigned from Lewisville ISD in 2023 amid allegations of inappropriate behavior with students.  A teacher charged with murdering a mom and dad at a state park in Arkansas in front of their two young children formerly taught at a North Texas elementary school.  Andrew James McGann, 28, was arrested Wednesday by Arkansas State Police at a barbershop in Springdale following a five-day manhunt and was charged with two counts of capital murder.  McGann is accused of killing Cristen and Clinton Brink at Devil’s Den State Park while they were hiking with their daughters, ages 7 and 9 years old. view article arw

The Houston Federation of Teachers filed suit against the district for awarding raises based on performance metrics, alleging it violated state law.  A Harris County judge has denied a teachers’ union request for a temporary restraining order against the Houston Independent School District, allowing the district to move forward with its performance-based teacher compensation plan for the 2025–26 school year  .The legal dispute between the Houston Federation of Teachers and Houston ISD centers on House Bill 2, a new Texas law that establishes a Teacher Retention Allotment of approximately $3.7 billion.  view article arw

University of North Texas Settles Free Speech Case

UNT will pay more than $700,000 to resolve accusations of racism.  A public university in Texas just learned an expensive lesson.  According to media reports, the University of North Texas will pay $725,000 to Professor Robert Jackson. Jackson sued the university in 2021, claiming to have suffered professional and emotional damage following accusations of racism leveled at him in te immediate aftermath of George Floyd’s death.  The dispute arose following a discussion in an obscure academic journal edited by Jackson. view article arw

After refusing to sell “surplus property” back to its former owner, the Texas Department of Transportation is now before the Supreme Court in a case that could reshape the state’s eminent domain policy.  “Eminent domain” is the government’s power to take private property for public use, provided “just compensation” is given to the owner. Texas law outlines specific procedures for such acquisitions and—relevant to this case—grants limited rights to repurchase the property if it becomes unnecessary for public use.  Facts of the Case  According to court records, in 2013, the Texas Department of Transportation (TxDOT) sent an offer to Joyce Hutcherson, Rudolph Pusok, and Jimmie Pusok—the owners of 19502 Mueschke Road in Tomball—to purchase their property. TxDOT planned to construct a new road along the Grand Parkway (State Highway 99). view article arw
