Katy ISD school board considering hiring chaplains at schools in the district
The Katy ISD School Board is hearing public comment about the idea of allowing chaplains as school counselors. It’s part of Senate Bill 763 that passed last year. Senator Mayes Middleton authored the bill which would allow school districts to hire or accept chaplain volunteers to “provide support, services, and programs for students as assigned by the board of trustees of the district.” Under the law, Chaplains aren’t required to be certified by the State Board of Educator Certification. Texas AG Ken Paxton sues Denton principals for electioneering on district emails
The two principals encouraged colleagues to vote for candidates who oppose school vouchers. Texas Attorney General Ken Paxton has sued the Denton Independent School District, alleging that two elementary school principals violated state law by encouraging their staffs to vote against opponents of school vouchers in the primary election. On Feb. 5, Lindsay Lujan, Denton ISD’s director of special programs and principal of Alexander Elementary School, sent an email from her school address urging staff to vote in the upcoming Republican primary. Including a quote from a Texas superintendent warning that “if Texas educators do not come together and vote on a candidate that will support public schools, [they] are in trouble,” Lujan urged staff to do “[their] part.” She included a link to a list of candidates organized by whether they support or oppose public school education. view article
Education board Republicans face challenges on the right
Three Republican members of the State Board of Education are facing well-funded primary election challenges by opponents with ultraconservative ideologies, setting the stage for a possible tilt farther to the right for the 15-member state panel that sets education standards. The outcome of the March 5 primary races – and ultimately the general election in November – could place a hard-line conservative majority on the Republicandominated board, which sets curriculum for schools in Texas. view article

Why Texas school funding still isn’t fair
One of the biggest education stories in Texas in 2023 was the governor’s push to create a school-voucher-like program. And all signs point to that story continuing to be a major political driver in 2024. At the heart of that debate is a decision about how Texas should fund education. But it’s hard to have a true debate on the topic because the state’s current school funding formula is so complicated and convoluted that very few people truly understand it. TPR Education Reporter Camille Phillips spent a year analyzing nearly two decades of school finance data, researching laws and policies, and visiting schools so that Texans could have the information they need to have that debate. She discovered that the Texas school finance system continues to favor some districts over others — and it might not be the districts you expect. view article
How Libs of TikTok became a powerful presence in Oklahoma schools
LOS ANGELES — Far-right activist Chaya Raichik splits her time between California, where she’s registered to vote, and Florida, where she often travels. But the place where she arguably is having the biggest impact these days is Oklahoma, a state she’s visited only once. Tech is not your friend. We are. Sign up for The Tech Friend newsletter. Raichik, who operates the social media account Libs of TikTok, has amassed an audience of millions on X, the platform formerly known as Twitter, largely by targeting LGBTQ+ people. Last month, Raichik was appointed to the Oklahoma Library Media Advisory Committee by Republican schools superintendent Ryan Walters, a former history teacher who has been called “the state’s top culture warrior” for his opposition to teachers unions and other conservative targets, including LGBTQ+ students’ rights. view article
With bipartisan action, Alaska House votes to increase public school funding formula
The Alaska House of Representatives ended days of deadlock with an unusual bipartisan triumph late Thursday, voting 38-2 to authorize a major increase in the state’s funding formula for public schools. “I’ve been around for a few years, and tonight really is a historical night. We have flipped the script of a major omnibus bill by doing it early in the session,” said Rep. Bryce Edgmon, I-Dillingham and a House member since 2007. “We came together: Republicans, Democrats, independents, nonpartisans, and we got something done,” said Rep. Mike Cronk, R-Tok. The $680 increase to the state’s base student allocation, contained in the version of Senate Bill 140 that passed the House on Thursday night, is the largest nominal bump in state history. view article
Gov. Greg Abbott signals support for IVF in Texas after Alabama ruling
Gov. Greg Abbott said Sunday that he supports Texas families having access to in vitro fertilization treatments and has “no doubt” the state will address issues raised by a recent controversial court ruling out of Alabama. Abbott did not call on the Legislature to take specific action to protect IVF treatment. “Texas is a pro-life state, and we want to do everything possible that we can to maintain Texas being a pro life state,” Abbott told CNN’s Dana Bash on Sunday. “But at the very same time … we as a state want to ensure that we promote life, we bring more life into the world and we empower parents to be able to have more children.” Last week, the Alabama Supreme Court ruled that frozen embryos can be considered children under a state law that allows parents to sue for wrongful death of minor children. view article

Houston Police release body camera footage of Lakewood Church shooting
The Houston Police Department released video footage on Monday showing the sequence of events of the deadly shooting at Lakewood Church on Feb. 11. The 26-minute-long video includes Lakewood Church security camera footage, which shows 36-year-old Genesse Ivonne Moreno, whom police described as a "lone wolf" with a history of mental illness, drive up in a white SUV to the west side of the building at 3700 Southwest Freeway along Timmons Lane. Moreno enters the building around 1:55 p.m., minutes before the megachurch's 2 p.m. Spanish-language service was scheduled to begin. ‘President of the School:’ Former CMISD superintendent looks back on years of service
When members of the Caddo Mills community gathered on Monday to dedicate their school district’s administration building to retired superintendent William P. Bowen, it was more than a renaming ceremony – it was a celebration of a man who had dedicated 35 years of his life to education. It also just so happened that the dedication fell on President’s Day. “It is fitting that today is President’s Day, because even now when Mr. Bowen visits campuses and students ask who he is, some will answer, ‘Oh, he’s the president of the school,’” current Caddo Mills Superintendent Luke Allison said as he introduced Bowen. While many in attendance chuckled and nodded in agreement with Bowen’s unofficial title, many of the people who know him well are also aware that he was far from the kind of leader who simply delegated and supervised, but one who took a very much hands-on approach in how he did his job. view article
Campus closures, staff cuts? North Texas schools brace for tough budgets
North Texas school districts face the possibility of campus closures and staff cuts as education leaders confront stagnant state funding, rising inflation and declining enrollment. “It’s rough out there,” said Amanda Brownson, deputy executive director of the Texas Association of School Business Officials. Richardson ISD officials presented Thursday a proposal to close a handful of elementary schools and reshape attendance boundaries. Fort Worth education leaders earlier this month announced the district would cut roughly 130 positions. Across the state, districts face budget shortfalls that will trigger hard choices. view article

Georgetown City Council considers parameters for microtrenching
The City of Georgetown had a study completed on microtrenching by Halff and Associates. The study outlines research and recommendations for allowing microtrenching activity in Georgetown, according to city documents. The wild west of private schools in Texas meets Elon Musk’s billions — and kids could be enrolled by summer
Elon Musk is launching a new private K-12 school in Texas — potentially as soon as this summer — focusing on science, technology, engineering, and math. With the loose regulations of Texas' private educational system and his vast wealth, the billionaire entrepreneur is positioned to quickly become a player in the booming ecosystem of alternative "microschools" in Austin. The school is part of Musk's mysterious new nonprofit The Foundation, which has generated buzz for its plans to eventually build a futuristic university. But experts say its proposals for a K-12 school could materialize much faster. Texas is one of 17 states that don't require private schools to be accredited, licensed, or approved, according to the most recent federal 50-state analysis done in 2009. view article
Judge says Texas school district can punish Black student for his hairstyle
A Texas judge on Thursday said the Barbers Hill Independent School District can punish a Black student who wears his hair in long locs without violating Texas’ new CROWN Act, which is meant to prevent hairstyle discrimination in schools and workplaces. The decision came after a monthslong dispute between the district and Darryl George, a junior at Barbers Hill High School who has been sent to in-school suspension since August for wearing his hair in long locs. Legislators last year passed a law called the Texas CROWN Act that prohibits discrimination on the basis of hair texture or protective styles associated with race. Protective styles include locs, braids and twists. view article

Here’s what Texans need to know about the new FAFSA to get aid for college
College hopefuls should fill out the new federal student aid application to as soon as possible to get more funds. With the recent launch of the revamped federal application to receive aid for college, financial aid counselors are urging college hopefuls in Texas to fill out the form as soon as possible to up the odds of getting more money — though they will have to wait a few months before they learn how much aid they'll get. The new Free Application for Federal Student Aid is the biggest update to the form in decades. Mandated by Congress in 2020, the changes are expected to streamline the application to make college accessible for more families. Students will see fewer questions and a different formula used to award need-based aid. Completing the application has been a pain point for Texas families. The form came three months late, on Dec. 30, because the U.S. Education Department needed more time to roll out changes. In a weeklong, rocky “soft launch,” the form was only accessible for intermittent periods of time, with a waiting room to manage capacity. As of Jan. 8, the form has been available 24 hours a day. view article
Railroad Commission approves oilfield waste ponds next to Baptist camp in Permian Basin
Texas regulators recently authorized a company to operate ponds to store and recycle millions of gallons of oilfield wastewater laced with toxic chemicals next to a Baptist summer camp in the Permian Basin. The Richards Recycling Facility will store, treat and recycle produced water, a byproduct of oil and gas drilling, after obtaining a state permit on Jan. 30. Staff and board members at the Circle 6 Baptist Camp worry the facility will jeopardize their well water and expose campers to hazardous air pollution. “I would be very alarmed if I was working at that Baptist Center,” said Dominic DiGiulio, a geoscientist who retired after a 25-year career at the Environmental Protection Agency and now consults for non-governmental organizations. “It’s a kind of chemical stew that’s going into these ponds.” view article

Judge says Texas school district can punish Black student for length of his hairstyle
After a short trial, a Texas judge ruled that Barbers Hill school officials are not violating a new state law prohibiting hair discrimination. ANAHUAC — A Texas judge on Thursday said the Barbers Hill Independent School District can punish a Black student who wears his hair in long locs without violating Texas’ new CROWN Act, which is meant to prevent hairstyle discrimination in schools and workplaces. But the Barbers Hill school district successfully argued it can still enforce its policy that prohibits males from wearing hair that extends beyond eyebrows, earlobes or collars even if it’s gathered on top of the student’s head. view article
