What you need to know about Texas’ school safety policies
Texas lawmakers have mandated armed guards at every public school, panic buttons in classrooms and more staff training. In response to the deadliest school shooting in Texas, lawmakers have upped legislation concerning gun and school safety. House Bill 3 passed late last year, which created the requirement for an armed security guard to be present on all campuses and also ramped up mental health resources for students. In Texas, the responsibility for establishing the guidelines for public school safety belongs to the Texas Education Agency and Attorney General Ken Paxton’s office along with the TxSSC. These rules have been updated since the 2022 tragedy in Uvalde, but some experts worry that parents and guardians still don’t know the intricacies of school safety policy. Brian Clason, program manager of training and education for the Texas State School Safety Center, says the best thing parents can do to protect their children is to develop relationships with teachers and school faculty to learn more about safety protocols before an emergency occurs. “Your school leaders should know who you are, and you should know who they are,” he said. view article
Preventive Law: Blackhole Consequences of Shooting STAAR
We see it every year: parents trying to opt their child out of STAAR testing. Some claim it’s against their religious beliefs, some claim it’s bad for their children’s mental health, and some have no problem stating they just don’t want to participate. Below we’ll discuss the constellation of consequences that students may face for their parent’s choice of opting out, and what issues your school district might encounter if more and more parents begin to follow this trend.
Dallas ISD police chief on Wilmer-Hutchins shooting: ‘We could have prevented this’
Dallas ISD school staff are going through a retraining process after a student brought a gun to Wilmer-Hutchins High and shot another student in the leg. The district's police chief says protocols were not followed, resulting in the gun getting inside the campus. view article
Dallas ISD Increases Campus Security Following Shootings
School campuses are known to get rowdy as the school year comes to an end, says Albert Martinez, Dallas ISD chief of police, but two recent gun violence incidents are pushing the school district to ramp up security protocols at high schools city-wide. The heightened security follows the recent on-campus shooting at Wilmer-Hutchins High School and last week's off-campus shooting of two Roosevelt High School football players who were driving with a school employee. view article
Dallas ISD announces new security measures districtwide
The district said in a news release that the shooting at Wilmer-Hutchins High School earlier this month "has shown us areas where we must improve." Dallas ISD says they’ve implemented new security measures districtwide after the shooting at Wilmer-Hutchins High School earlier this month. “Everyone at Dallas ISD wants the Wilmer-Hutchins High School community to know that our hearts are with them and grateful that our student is on the path to full recovery. The incident has shown us areas where we must improve to keep our schools safe,” the district said in a press release. “Our investigation revealed the handgun was brought into the school during the late entry process during which several safety protocols were not strictly followed.” view article
Texas fortified campuses after Uvalde, but gun violence affecting schools continues
In the past two weeks, gunfire has rocked three North Texas school communities. None of the incidents devolved into the kind of mass shooting the nation has come to know too well. But they shook students’ sense of security and ignited questions about what more leaders can do to keep children safe. view article
Cy-Fair ISD librarians learn about job cuts, reassignment
CYPRESS, Texas – Librarian jobs are on the chopping block at Cy-Fair ISD as the district discusses major budget cuts. The district is in a $38 million deficit. Officials said they have not seen an increase in funding in five years. Librarians and parents tell KPRC 2 Superintendent Douglas Killian held a meeting with the librarians at 3 p.m. on Friday. They learned about a proposed plan where many of the librarians could be removed and reassigned. KPRC 2 Reporter Corley Peel sat down with a Cy-Fair ISD librarian, who asked to remain anonymous. She fought through tears as she shared her thoughts on potentially being removed from her school’s library. “I personally think that God put me in my job. That I was called to be a librarian. For me personally, the library is the heart of the campus,” said the librarian. view article
PreK3 Classes Expanding to All 12 AISD Primary Schools This Fall
In 2021, Aldine ISD began to pilot the prekindergarten for 3-year-olds (PreK3) program at three primary schools: Griggs, Keeble, and Stovall. That will change starting this fall. Due to feedback, families zoned to AISD’s other nine primary schools across the district demonstrated interest and need to have the opportunity to have their eligible students enroll in a PreK3 program at the early childhood/prekindergarten/kindergarten (EC/PreK/K; also called primary campuses) schools their child would attend as a 4-year-old prekindergarten (PreK4) student. Starting in the fall of 2024, all 12 primary schools will offer the PreK3 program. view article

TISD Superintendent Zack Kleypas said the district anticipates enrollment to grow as nearby developments are completed. An example he pointed to was the Samsung Semiconductor facility under construction in Taylor. The district’s webpage on the bond proposal said it would upgrade parts of existing schools, like giving its middle school a new security vestibule and connect all campuses with transitional hallways. view article
Bryan ISD addresses budget as Texas schools brace for financial squeeze ahead of 24-25 academic year
As the school year draws to a close, districts across Texas are grappling with a trifecta of financial hurdles: inflation, the expiration of pandemic-relief grants, and stagnant state funding. The Bryan Independent School District is among those addressing these obstacles head-on as they prepare for the 2024-2025 academic year. In a recent letter to parents, Superintendent Ginger Carrabine reassured families that all student programs would continue, and returning staff members would retain their positions. However, the district outlined several budgetary adjustments, including leaving central office vacancies unfilled and restructuring responsibilities. Additionally, reductions in travel for conferences and adjustments to class ratios are on the agenda. view article
Attorney General Ken Paxton Sues Biden Administration Over Title IX Rewrite
The lawsuit claims the new rule is an infringement on Texas’ sovereignty Attorney General Ken Paxton is suing the Biden administration after they rolled out a rewrite of Title IX, drastically changing the rules to protect biological men in women’s spaces. Earlier this month, the Biden administration released a nearly 1,500-page rewrite of Title IX rules—the federal civil rights law designed to prohibit sex-based discrimination in education. The new version would add “gender identity” as a protected class. It would also force schools to allow biological males to use female spaces. If a school refuses to comply, federal funding would be withheld. view article
Could Democrats Save Incumbent Rep. John Kuempel in Runoff Election?
With discussions swirling in the Republican Party of Texas about Democrat interference in Republican primaries, embattled incumbent State Rep. John Kuempel may be among those benefiting from Democrat support to hold onto power. After coming in second place to Alan Schoolcraft—a former lawmaker—in the Republican primary last month, Kuempel has an uphill battle in his re-election campaign. Schoolcraft has already earned the endorsements of Gov. Greg Abbott, Attorney General Ken Paxton, Lt. Gov. Dan Patrick, U.S. Sen. Ted Cruz, Agriculture Commissioner Sid Miller, and others. An examination of voters in the March Republican primary reveals that five percent had a previous Democrat voting history. For context, Schoolcraft narrowly missed the opportunity to win that election outright by less than two points. view article

WOODVILLE – At its regular monthly meeting on Monday evening, the Woodville ISD Board of Trustees and district superintendent Lisa Meysembourg took an opportunity to shine a spotlight on the participants and leadership behind the district’s alternative teacher certification program. College Station ISD Issues Statement About Future Staffing Following Public Comments To The School Board
Q: Is CSISD laying off employees? A: No. CSISD is reallocating staff within the curriculum and instruction department to best serve student growth and support teachers. All enrichment specialists, instructional coaches and interventionists will have the opportunity to be employed by CSISD in professional positions for the 2024-2025 school year. Q: Will CSISD have interventionists for the 2024-2025 school year? A: Classroom teachers intervene with students on a daily basis. While CSISD will not have the position of interventionists as we have had in the past, students will continue to receive targeted, data-driven intervention by our highly-qualified and dedicated classroom teachers. Professional learning will be provided throughout the school year as we remain committed to teacher development and student growth. Change is often difficult and challenging, but CSISD is confident that this change will better support students and staff. For employees that currently fill an interventionist role, they have the opportunity to serve in a different capacity such as instructional coach, MTSS coordinator or classroom teacher. view article

Majority of Texans don’t want school vouchers, survey shows
A majority of likely Texas voters in the November election disapprove of using public dollars to subsidize private school tuition, according to a new survey. Why it matters: Republican Gov. Greg Abbott continues to support school vouchers despite fractured opinions within his own party and the Legislature's inability to pass a bill after two special sessions on the topic last year. Driving the news: The findings come from the Texas Hispanic Policy Foundation, which surveyed 1,600 people this month on contested issues like vouchers, abortion and the border. The foundation released its findings Wednesday. The intrigue: 57% of respondents said they disapproved of using tax dollars to provide school vouchers to all Texas parents. Only 36% signaled support. 77% of Democrats, 56% of independents and 43% of Republicans surveyed opposed the idea. view article

Attorney General to Take over Prosecution of Harris County Judge Staff
Outgoing Harris County District Attorney Kim Ogg said that she felt the Attorney General’s office would be the best agency to prosecute the cases. In a joint press conference, outgoing Harris County District Attorney Kim Ogg announced that the Texas Attorney General’s Office would be “assuming jurisdiction” over the public corruption cases of three staff members to Harris County Judge Lina Hidalgo. The news was made official a week after former Harris County prosecutor Lauren Byrne posted the rumor on X saying, “Apparently [Kim Ogg] is in talks with [Attorney General Ken Paxton] Office re: stepping in to prosecute the former staffers of Lina Hidalgo that are pending in Harris County. No firm agreement or parameters yet.” view article
Houston ISD reports lower SAT, ACT scores during 2022-23 academic year amid statewide decline
Houston ISD student performance on the ACT and SAT dipped slightly during the 2022-2023 academic year, according to recent reports from the district. The district’s lower average scores on the ACT and SAT come amid a national and statewide decrease in performance on the national standardized tests among the Class of 2023. However, HISD students did see increased passage rates on Advanced Placement exams in 2023 compared to the previous year, similarly to other districts in Texas and the U.S. While student performance was mixed, participation in all three exams — which the state uses to determine college readiness and campus accountability ratings — increased. HISD did not respond to a request for comment on the three reports outlining ACT, SAT and AP exam student participation and performance. view article
Foster: Money at root of push toward school vouchers
For Texans who want a look at the future of school vouchers pushed mightily by Gov. Greg Abbott, the states of Kentucky and North Carolina are providing insights into the Republican Party’s new education agenda. Gov. Andy Beshear of Kentucky and Gov. Roy Cooper of North Carolina wrote an opinion piece for USA Today that explained an onslaught of lobbyists, for-profit schools and mega donors who are seeking to cash in on voucher programs. “That’s why we’re so alarmed that legislators want to loot our public schools to fund their private voucher scheme. These vouchers, instituted in the 1950s and 1960s by Southern governors to thwart mandatory school segregation, are rising again thanks to a coordinated plan by lobbyists, private schools and right-wing legislators,” they wrote. This is the strategy: Start the programs modestly, offering vouchers only to low-income families or children with disabilities. But then expand the giveaway by taking money from public schools and allow the wealthy who already have children in private schools to pick up a government check. view article
