Since Democratic lawmakers left Texas to delay Republicans’ new map, state leaders have challenged the limits of traditional democratic norms to break the impasse.  For Jim Dunnam, the last few weeks have felt like déjà vu. The Waco attorney led the Texas House Democrats in 2003 when they walked out over Republicans’ mid-decade redraw of the state’s congressional map. Then, it was U.S. House Majority Leader Tom Delay pushing Texas legislators to eke out a few more seats for the Republicans.  “This is exactly the same fundamental issue,” Dunnam said. “It’s got nothing to do with Texas, or helping Texans. MISD could be first in Texas to reverse course on Confederate naming

Many protests, rallies, petitions and calls for racial equality were sparked in the wake of George Floyd’s death in 2020.  School districts across the country responded by renaming schools, seeking to address historical racism by removing the names of American figures who were known to have owned slaves, fought on behalf of the Confederate army, supported segregation or otherwise furthered racism against Black Americans.  In Midland, Floyd’s death inspired a petition to rename Midland’s Robert E. Lee High School, and the Midland ISD board of trustees voted 5-2 to rename the school Legacy High School in 2020.  At its recent July board meeting, trustees voted unanimously to add criteria to its board policy that prohibits the naming of a district facility after someone who has gone to war against the United States. view article  arw

She’s proud of her two daughters, Aniyah and Erinn, two formidably academic athletes who are continuing the family’s basketball legacy.   And five years ago, she was proud of the Midland Independent School District. Its board of trustees had voted to rename a school carrying the name of Confederate Gen. Robert E. Lee, which she considered a stain on the community, to Legacy High School.  That pride may soon give way to shame. A new configuration of the Midland school board is set to consider reverting the school’s name to Midland Lee, affixing Lee’s legacy once more. A vote may come as early as Tuesday.  “My daughter is going to this school, and she's an athlete, representing the school, not just in Midland, but when we travel,” Mayberry said of her youngest, Erinn, a junior varsity basketball player. “What does this say to her that you want to restore a name that meant whites only?”  The debate in this West Texas town echoes a renewed national debate over honoring the leaders of the Confederacy, particularly in the South. view article  arw

Austin's "Old Three Hundred" — the 4,000-member enclave isn't short on novelty. Before reaching Bellville's medieval-style castle, a traveler passing through from Houston may be surprised not just by the Trump Burger chain's flagship restaurant and Austin County's imposing, Modernist courthouse, but by the innovation coming from within its own public school district.  wEvery Texas district receives an "A-F" rating from the Texas Education Agency each year. Cleveland ISD school bus lands on its side after crashing on FM 1010, district says

A Cleveland ISD school bus was involved in a rollover crash on Monday in Liberty County, according to the district. The school district said the crash happened on FM 1010 near County Road 337, and the bus ended up on its side in a ditch. School officials said all students on board the bus were safely evacuated, and their parents were notified of the incident. It's unclear what led to the crash or how many vehicles were involved. Cleveland ISD school bus overturns on FM 1010 | Here’s what happened

A Cleveland ISD school bus carrying students from Cleveland High School and Cleveland Ninth Grade Center was involved in a crash Monday morning on FM 1010, coming to rest on its side in a ditch. District officials say 59 students were on board at the time. Both Smith’s son and daughter start public school at Mary Moore Elementary this fall.  Balancing the pressure of switching her children into AISD from private school and the rising costs of supplies is a tall order, but she found help at Arlington ISD’s 11th annual Back to School Kickoff at AT&T Stadium.   “Something like this is really beneficial, especially for a lot of kiddos in this area,” Smith said. Arlington ISD’s enrollment could drop below 50,000 in the next seven years, a report recently presented to the school board revealed.  The presentation showed two factors are contributing to the possible drop off in enrollment: competition with charter schools and the waning enrollment of kindergarteners.  The stagnation of growth in the enrollment numbers since the COVID-19 pandemic is not an issue just isolated to Arlington ISD — it is affecting the entire state.  “We are still the fastest-growing state in the country and yet, we are seeing these low numbers,” demographer Rocky Gardiner told trustees in April.   Zonda Education, a Southlake-based demographic firm that works with the district, created the projections.  The overall enrollment will land around 49,000 students in 2032 and stay around that amount for the remainder of the 10-year stretch.   The district has lost more students than it has gained through new enrollment each year since the 2018-19 school year, according to Zonda Education.  view article  arw

With Texas legislators locked in a standoff over Republicans’ push to redraw the state’s congressional districts mid-decade, time is running out for election officials to prepare for next year’s primary without major disruption.  Planning for the March primary election is already underway, but election officials say they can’t move forward without finalized maps — and the first key deadline, mandated by the state, is coming Sept. 9.  Democratic lawmakers have pledged to remain out of the state in protest of the Republicans’ proposed congressional map, making an agreement unlikely by the end of the special session Aug. 19. The proposed map could still change, and if Gov. Greg Abbott calls another special session, the debate could extend well into the fall.  Without knowing where the boundaries will be drawn, election officials won’t be able to finalize decisions about polling locations or the number of election workers needed. Voters whose polling location changes will also need to be informed and candidates who want a spot on the primary ballot also need the new boundary lines well in advance in order to familiarize themselves with the district and campaign. Texas lawmakers break quorum to block redistricting

Today, members of the Legislature representing majority communities of color have fled the state utilizing a legislative tool called quorum breaking.  How it works: The Texas Constitution requires two-thirds of members to be present to conduct legislative work. It also deems special sessions to run for 30 days, so on August 20 the special session will end — whether or not any bills have passed or not.  Why it matters: The state constitution requires a quorum, and allows for quorum breaks as a legitimate legislative tactic to preserve the integrity of the institution against outsized influence.  Historically, House and Senate members have used this tool of last resort to prevent legislative actions deemed egregiously unfair. Quorum breaks have been used before to protect voting rights and ensure fair representation when both were under threat.  In 2003, House and Senate members broke quorum to oppose mid-decade redistricting and in 2021, House members broke quorum to oppose restrictive voting proposals. In both cases, members returned and the legislation passed.  What's next: The governor may call another 30-day special session. At that point the process would start all over. view article  arw

ParentSquare, a new all-in-one communication platform designed to streamline how schools communicate with families. According to the district, they aim to consolidate multiple tools into a single, "user-friendly" system for both staff and families.  According to Brown ISD, the platform offers automatic translation of communications into families' preferred languages and provides options for receiving updates via email, app, voice, or text. This initiative supports meaningful engagement across the district's diverse community.  ParentSquare also eases the administrative workload by integrating with the district's student information system, replacing manual processes with paperless workflows. fter decades of trying, conservatives this year succeeded in creating the first national school voucher program.  The Republican megabill that President Donald Trump signed into law in July will establish new tax credit scholarships for families to use at private schools, including religious ones — a long-held goal of school privatization advocates who argue parents should get taxpayer support if they want to opt out of their neighborhood school.  Under the “big, beautiful bill,” donors can receive dollar-for-dollar tax credits of up to $1,700 for contributions to scholarship-granting nonprofits. Those groups then distribute the money to families seeking help paying for private school, tutoring and other educational expenses. The program, while significant, is less expansive than in earlier drafts of the legislation. Previous versions gave donors larger tax credits — a match up to $5,000 or 10 percent of their income, whichever is greater — and mandated that all states participate rather than allowing them to opt in.  view article  arw

HUDSON — Hudson ISD will hold a public hearing during its Aug. 26 meeting for its proposed tax rates, which are expected to decrease from last year. Assistant superintendent Barrett Lankford presented the district’s proposed property tax rates during the board of trustees’ special meeting Monday evening.  The proposed maintenance and operating (M&O) rate is $.7552 per $100 property valuation, and the proposed interest and sinking (I&S) rate is $.084 per $100, for a total tax rate of $.8392. Overall, the tax rate will decrease $.037 from last year. Lankford said the proposed rates will fully fund the district for the 2025-26 school year. The board unanimously approved the proposed tax rates. In other business, Lankford presented a teacher salary schedule starting at $49,000.
